A motion was made by Eric Wilkinson and seconded by Carl Trick to adjourn
from Executive Session. The mo tion was approved unani mously (10 - 0).

Action: Casey Shpall, Deputy Attorney General , reported that Agenda Item 10a through
10g were discussed in Executive Session and was limited to litigation strategy .

12. Stream and Lake Protection Section Authorization to Proceed to Trial Case No. 6 -
06CW49; Application of the Upper Yampa Water Conservancy District

Action: This agenda item was discussed in Executive Session. A motion was made by
Eric Wilkinson and seconded by Geoff Blakeslee to approve staff
recommendation that the Board authorize CWCB staff to proceed to trial to
ffice are unable to reach a settlement with the applicant. The
motion was approved unanimously (10 - 0).

13. Water Supply Protection Section Colorado River/Mexico Treaty Update on Shortage
Sharing and Potential Augmentation of Supplies

A regular meeting of the Colorado Water Conservation Board (CWCB) was reconvened at
Adams State College, 208 Edgemont Blvd., Alamosa, CO 81102 . The mee ting was called to
order by Chair Travis Smith. Nine voting members were present at the call to order, so a quorum
was present (at least 6 required). Voting members present were Chair Travis Smith, Vice Chair
Geoff Blakeslee, Bruce Whitehead, Keith Catli n, John Redifer, Carl Trick, Eric Wilkinson,
Barbara Biggs , and Reed Dils. Non - voting, E x - Officio members present or represented were
CWCB Director Jennifer Gimbel , Alex Davis representing the Executive Director of the

Department of Natural Resources, S tate Engineer Dick Wolfe, Deputy Attorney General Casey
Shpall, Jim Miller representing the Agriculture Commissioner, and Division of Wildlife Director
Tom Remington. Barbara Biggs was called out of the meeting at 10:00 a.m. and was not able to
return t o the meeting.
