The Fruits City Council determines that no formal action other <br />than an ordinance is required to accomplish the purposes intended <br />by Ordinance 1990-03. Tt~e City Council, in making this finding is <br />relying on a letter from Younge and Hoc{.:ensmith P. C. dated <br />December 7, 1988. <br />~.
