Board approval oP engineering firm and engineering <br />agreement between engineering firm and project sponsor. <br />2. Preparation of detailed plans and specifications for <br />authorized projects by consulting engineering firm. <br />3. Approval of detailed plans and specifications by Board <br />staff (plans and specifications for storage dams and <br />ceservolrs must also be approved by State Engineer's <br />office). <br />4. Board staff approval of bidding for the project. Board <br />staff present at bid opening for construction. <br />5. Project sponsor may issue the notice of aMard and the <br />notice to proceed with construction to the contractor <br />(both notices must be ao-~the Board staff before <br />they are i ssued) . ,,J~~~ <br />6. Conduct a pre-constru n n Approval of <br />construction schedul~B~~f1 <br />7. Construction commences. The Board staPP makes periodic <br />inspections during construction. All change orders must <br />be approved by the Board staff in advance and before any <br />construction an change 1Lems can commence. Emergency <br />items cleared by telephone. <br />B. The consulting engineer certifies that the project has <br />been completed according to approved drawings and <br />specifications and arranges for final inspection. <br />9.
