and obtaining construction approval of the outlet control structure from the SEO. The Consultant shall see the
application through to construction approval by the SEO.
Threshold and Evaluation Criteria
The application articulates how the project meets all four Threshold Criteria. The applicant also articulated
well this project meets many of the Statewide Evaluation Criteria.
Discussion:
As identified in the major findings in SWSI, supplies are not necessarily where demands are located. If
implemented, the location of this storage has the potential to address many important needs in the Lake Fork
Gunnison basin. Lake San Cristobal is located relatively high in the basin, an important attribute when
considering an augmentation source. Development in the Lake City area has placed significant pressures on
the water supplies in the Lake Fork Gunnison River basin which is likely to continue in the foreseeable
future. An upstream augmentation source such as San Cristobel Lake would augment out of priority
depletions within the Lake Fork basin rather that utilizing downstream sources such as Blue Mesa Reservoir.
While this project has the potential to provide important augmentation water to the Lake Fork Gunnison
watershed yet, there is a potential that water may not be available if voters do not approve the following on
November 4, 2008:
Shall the Board of Couna, Commissioners of Hinsdale County, Colorado be authorized to alloii) the
use of crater stored in Lake San Cristobal under an augmeritationBlari, to be available to Hinsdale
Counri,, Told? of Lake City, aiid (11)per Gunnison River Water Conservai?CV District hater lasers, in
the form of aiignleiitation certificates.
Issues/Additional Needs:
• Please include a detailed scope of work in which the major tasks and subtasks corresponds with the
budget that was submitted.
• Please include a project schedule that includes completion dates for key project milestones.
• Recognizing the importance of the ballot initiative presented above, Staff requests that funds be
dispersed only in the event that the initiative is successful. If the ballot initiative is not successful, the
$120,960 will revert back to the Statewide Account for other projects.
Staff Recommendation:
Staff recommends approval of up to $120,960 from the Statewide Account to help complete the Lake San
Cristobal Outlet Modification study contingent on resolution of the item in the issues/additional needs
section.
All products, data and information developed as a result of this grant must be provided to CWCB in hard
copy and electronic format as part of the project documentation. This information will in turn be made
widely available to Basin Roundtables and the general public and will help promote the development of a
common technical platform.
