Water Supply Reserve Account - Grant and Loan Program <br />Water Activity Summary Sheet <br />Agenda Item 7e <br />Applicant: Upper Gunnison River Water Conservancy District <br />Amount Requested: $120,960 <br />Water Activity Name: Lake San Cristobal Outlet Modification Project <br />Source of Funds: Gunnison Basin Account <br />Matching Funds: None specified <br />Water Activity Purpose: Study and/or Analysis of a Structural Project <br />County: Hinsdale County <br />Drainage Basin: Gunnison River <br />Water Source: Lake Fork of the Gunnison River <br />Staff Recommendation <br />Staff recommends approval of up to $120,960 from the Statewide Account to help complete the Lake San <br />Cristobal Outlet Modification study contingent on resolution of the remaining items in the issues/additional <br />needs section of the Water Activity Summary Sheet. <br />Application Tabled at the September 2008 CWCB Meeting <br />The Board voted to table the application until the November CWCB meeting because of the following <br />issues: <br />• Matching Funds - the Board was concerned about funding 100% of the project from the Statewide <br />Account. They requested I work with you to see if some matching funds would be available and/or if <br />the Roundtable would contribute some money from the Basin Account <br />• Hinsdale County Ballot Measure - the Board was concerned that a ballot measure authorizing the <br />water stored in Lake San Cristobal to be used for augmentation may not pass and therefore there <br />would no longer be a need for the funds. <br />The applicant has addressed these issues. Attached is a letter from the Upper Gunnison River Water <br />Conservancy District explaining the applicants' and the Basin Roundtable's financial commitments to this <br />project. Considering all three phases of the project, matching funds (private fiends or Basin Account funds) <br />exceed $200,000. Regarding the second concern, on November 4ti' the ballot measure passed and therefore <br />the water in Lake San Cristobal is authorized to be used for augmentation purposes. <br />The original Water Activity Summary Sheet is provided below.
