Therefore, the Svstem has drilled a new well, and is in the process of designing a small treatment <br />system, with chlorination as the primary treatment. <br />The overall project consists of designing the system (for reporting to the State Health Department), and purchase and <br />installation of equipment. This involves the following tasks: <br />L Drill commercial well <br />2. Svstem design <br />3. Construct treatment building <br />4. Run electricity to treatment building <br />5. Install treatment and pump equipment <br />6. Install water storage tanks <br />7. Tie new system into existing distribution lines <br />8. Upgrade distribution lines <br />To date, the well is drilled, the system design report is complete, and the treatment building is constructed and <br />electrified (Tasks 1-4). The applicant is waiting on CDPHE approval of their System Design Report. The WSRA <br />grant will help with Task 5 Treatment and Pump Equipment Installation. <br />Threshold avid Evahlatiora Criteria <br />The application articulates how the project meets all four Threshold Criteria. <br />Specifically with regard to 94 (relation to the Basin-Wide Water Needs Assessment), the water activity helps <br />implement a project to meet an identified water need in the basin. The SWSI states that the area upstream of <br />the Vallecito Dam is primarily served by individual wells. Many of the lots in Happy Scenes service area are <br />too small to support both a well and their existing septic system. <br />Flrrtditw Overview <br />Grant fi lding in the amount of $50,000 is being requested from the Southwest Basin Account. Funding <br />from the WSRA constitutes about 13% of the overall project cost ($393,000). However, it should be noted <br />that $87,100 has been spent to date, which along with the WSRA grant amount to $137,100. Funding for the <br />remainder of the project has not been secured. <br />Discussion: <br />This project is important for meeting the water needs of unincorporated La Plata County upstream of <br />Vallecito Dam. Without this system many land owners will drill their own wells and those whose lots are <br />too small to support both a well and a septic system will not have a water supply. <br />A significant component of this application is for treated water distribution. Historically the Board has <br />supported WSRA grants for treated water distribution only if the fiinding is coming from the Basin Account <br />(prioritizing the use of the WSRA Statewide Account for raw water supply projects). This application is <br />only for Basin funds so approval for water treatment and distribution equipment is consistent with previous <br />decisions. <br />Issues/Additional Needs: <br />The applicant is awaiting CDPHE approval of their Design System Report. Staff recommends approval of <br />the WSRA grant be conditioned upon receiving this approval and providing CWCB a copy of the Design <br />System Report and CDPfiE's approval. <br />The application included sufficient detail in the Scope of Work for staff evaluation, but a more detailed <br />Scope of Work, budget, and schedule will be needed for contracting purposes.
