Executiue Summar~ <br />It is recommended that Phase 2 be implemented, addressing potential sources of water supply <br />and including new water proj ects, if needed, to meet the water demands forecasted in Phase 1. It <br />is also recommended that Phase 2 quantify the net consumptive use of water supplies <br />contemplated for use in the energy sectors, including addressing the timing, location, and <br />magnitude of return flows resulting from water use attributable to energy development. This <br />action is recommended in order to estimate the effects that energy development may have on <br />vested water rights and in-stream flows. In addition to integration of the conclusions from <br />Phase l, Phase 2 should incorporate findings and conclusions available from parallel <br />investigative studies such as SWSI, or serve to provide data and information for the pending <br />Colorado Water Availability Study. <br />~~ ES-14 <br />
