The information to quantify the water demands for oil shale and uranium, <br />however, is limited, thereby introducing more uncertainty into the estimates of water demands <br />for these resources. In addition, the timing of the development of these energy resources in the <br />study area is highly dependent upon global markets and available technologies to extract the <br />resources. Additional work is needed to fully meet the objectives of the HB OS-1177 legislative <br />mandate and the intent of the Colorado and Yampa/~Vhite River Roundtables. It is anticipated <br />that follow-on phases such as Phase 2 will address the location, priority, and amount of water <br />supplies available, in the context of both physical and legal water supply, and address <br />alternatives to meet the energy-related water demands identified in Phase 1 in quantitative and <br />qualitative terms. <br />Planninq Horizons and Production Scenarios <br />Phase 1 of the Energy Development Water Needs Assessment, performed in collaboration with <br />the Energy Subcommittee of the Colorado and Yampa-White Roundtables, focused on defining a <br />range of energy production scenarios to support the analysis of water demands of four energy <br />sectors (natural gas, coal, uranium, oil shale; with electricity from thermoelectric power) for <br />near-, mid-, and long-term planning horizons. Although there are other water supply and <br />demand studies elsewhere in Colorado, this investigation is unique in that it addresses the <br />various components of energy development through discrete quantification and analysis of the <br />direct, indirect, and thermoelectric water demands. <br />The boundaries by which the three planning horizons, near-, mid-, and long-term, were defined <br />were based on other water supply and energy-related studies in Colorado. <br />• The near-term planning horizon (2007-2017) coincides with the ten year planning horizon <br />described in the Associated Governments of Northwestern Colorado (AGNC) Study (BBC <br />2008). It builds upon existing natural gas and coal data for 2007 and continues through 2017. <br />• The mid-term planning horizon (2018-2035) was established to be consistent with the end of <br />the AGNC Study. The SWSI Report has a similar timeframe, extending to 2030, within 5 <br />years of the end of the mid-term planning horizon for this study. <br />~~ ES-4 <br />
