The <br />Phase I Report will remain as a"draft" until such time that we complete Phase <br />II and review the total study. As you know, this study is a project of the <br />Colorado Basin and Yampa/ White Basins Roundtables. It is an important piece <br />of our consumptive needs assessments. This notice of transmittal is by the <br />Colorado Basin Roundtable only, the subj ect of a unanimous vote approving <br />the Phase I Report taken on October 20, 2008. The Yampa/White Roundtable <br />is still reviewing the study. <br />Our vote recognized the value of the ~300,000 grant of Senate Bill 179 funds <br />for the project, as approved by the Colorado Water Conservation Board. We <br />strongly recommend that the study be moved forward to a conclusion. Our <br />j oint Energy Committee will be working with your staff in the coming weeks to <br />commission Phase II. <br />Certain findings of the study bear highlighting. <br />The study surveyed the future water demands of the natural gas, coal, <br />uranium and oil shale sectors. It clearly found that oil shale looms as the <br />biggest factor in water supply planning. Within the oil shale sector, there are <br />three distinct water demands - water for production, water for the electricity to <br />power the production, water for the population that will move to the region to <br />work in the industry. Of these three factors, water for thermoelectric power <br />tops the list, by far. <br />1 <br />
