Chairman Mike Preston called the meeting to order at 3:00 p.m.

Review & Approve Minutes
The minutes of July 9, 2008 were approved as written.
Officers & IBCC Representatives Report
Mike asked members to review the distributed email list and make necessary corrections.
Steve Harris and John Porter reported that the last IBCC meeting was largely working on the
visioning process.
IBCC Vision & Strategy Process
Mike said there are three key pieces that we need to work on:
1. Consumptive Needs assessment
2. Non-consumptive Needs assessment
3. Statewide Visioning statement
These will help formalize our priorities as a Basin. To date, we've written task orders for the
state contractor, CDM, but have not had a lot of engagement with them yet.
Consumptive Needs assessment:
Mike reported the committee will work from SWSI I and determine anything new that needs to
be added, and then correlate that with Non-consumptive priorities. It was suggested that we
commission another contractor to help in case we can't get CDM to help.
Non-consumptive Needs assessment:
Chuck Wanner reported that some 180 layers of data has been gathered from different sources,
but they don't have "on the ground" input regarding such things as what and when the
resources are used for, how much water is needed. The Non-consumptive Needs Committee
