This <br />sounds adversarial and radical and the goal is to tip- to make this cooperative. One of the <br />reasons about my question to Bruce is that the ag community needs to make up their <br />mind what thev want. If ag community does not want to sell their land, need to say <br />no..Choices need to be made. <br />Bruce Gerk: In response, urban self interest should keep it clear that the necessity of food <br />production is of crucial importance. <br />Mike Shimmin: In interest of time, and to give direction to Eric and me for IBCC, would <br />like to return to Vision Statement and Goals. Dual question as IBCC rep: is there <br />anything that is written in this document that is unacceptable and is there something in <br />this document that needs to be included? <br />One item that I think needs to be there, but I do not want my views to cut off from vou. <br />Eric Wilkinson: We need the feedback, best Nvav to get there is to point out what is <br />offensive in this document. <br />Jim Yahn: Please focus on specifics in document that needs to be changed or added. <br />Ralf Topper: Propose addition under Vision Statement: "promote optimum utilization of <br />all of Colorado's water resources, ground and surface water." Must attempt to be <br />consistent with 1969 Act. Consistent with Colorado 64 principal, must include water <br />storage. <br />Bert Weaver: Agree. <br />Harold Evans: This is a land mine when talk about optimum use of ground and surface <br />water uses. This was an argument in the Governor's Task Force. This is difficult as per <br />how to protect senior water rights. <br />Bert: Is there not a legal presumption there? <br />Harold: Yes, but this issue is real. <br />Eric W.: One of the items that is worrisome as per the South Platte in that regard is that <br />we have thrown out basin wide management and are concentrating on individual water <br />rights. At some point in time, we must open the door of wider management within the <br />basin. This is only possible if we put additional infrastructure in place to manage these <br />resources. <br />Ralf: Groundwater needs to be part of the mix as a bigger part. <br />Joe Frank: Perhaps we can add some language that recognizes the importance of <br />groundwater but recognizes senior water rights. <br />Bill Jerke: Add some disclaimer about prior appropriation doctrine. <br />Bert Weaver: Would like to add comment vis a vis sustainability and the idea of dr}Ting <br />up ag lands, when this requires greater use of transportation, this makes no sense as per <br />land use. Drying up ag lands not an option. <br />Janet Bell: Discussion as per drying up of ag land and impact on hydrological cycle. <br />Another point against ag dryup. <br />Eric Wilkinson: What about use of word -sustainabilitv." For instance, ``sustamably meet <br />M&I demands." What does this mean? There is a finite amount of water resources, thus, <br />on page 4, how will we meet all of these goals... can't do it. So what qualifier must be <br />used? <br />Harold Evans: Cannot meet these needs without tradeoffs. <br />Sue Morea: We have been to five roundtables and remove "sustainable meet" and define <br />"sustainability" as the right balance between environmental, economic and social needs. <br />We are working on language. Nekv vision statement:... get rid of ``sustainable" in vision <br />statement. <br />Jim Yahn: What is goal for finishing this?
