Todd Doherty: There is a little over a million and we are asking for 1.5
million.
Jim Yahn: We have looked at this in-depth as a subcommittee.
Harold Evans: I have read this carefully and see this as an opportunity to
tiv some projects on a very complicated issue. Need projects to see if
from an engineering, legal and ag standpoint, can study this. Pilot
project to see if this can be of benefit in future.
Jim Yahn calls the question: Motion to go forward to write a letter of
support. Motion passes.
Results of Supreme Court Committee on Water Court Reform: Mike
Shimmin: Supreme Court has scheduled meeting on Wed, Dec 3 at 3
pm: deadline for written comments: November 26, hearing at Supreme
Court, specific content of proposed changes or if von want to make
comments, go to website. Rules for submitting comments are there as
well.
Discuss Yampa Basin Tour:
--Web Jones: felt like time traveler: 'kve were on a river that is not
administered as if it were 140 years ago, then next stop: 1950s: water
still available to stand up: $4/acft if farmer, end-user: $30/acft per year.
Present: if you are going to'kvork with Yampa, must Nvork kvith everyone,
rec users a big part. Those we met with doubt our ability to pay and our
will; however, no one said "heck no." Seemed to be receptive.
--Bill Jerke: Marvelous trip, looked at oil exploration, reservoirs that had
water in them kvith no users, looked at concepts from 2 centuries ago,
Yampa flows like ours might have back in 1859. A few things of intrigue
include: Web asked what kind of message would you like us to take
back, 1) please don't ever do anything to this river, but previously
explained the in channel distribution and how every rock had been put in
place, amusing that no changes at all unless for rec uses,
John Fletcher, one of our hosts: showed us several reservoirs: Stage
Coach (1987), Still Water and YamCola (1981), these reservoirs all have
water in them available for use. Fletcher shared that he is open to
pumpback project and understands that there would be benefit to his
valley as well. Open to further dialogue.
--JimYahn: Agrees that it was a verb- good trip and that John Fletcher
vein interesting, 96 years old and went on tour with us. These projects
recently completed, Fletcher proud of his reservoirs, Fletcher has been
there since 1947: helped start the ski industry. Web is right: in
Stagecoach there are 2000 acft no one has spoken for, 18000 ac ft for rec
use. Elk Head Reservoir also visited, this has been enlarged: 5000 acft
there that is unallocated there as well. Recreational in channel diversion
has been filed for by Steamboat, filed for as much as possible to stop
1200 cfs development upstream. 2004 water right. Cost somewhere
between $500,000 to $2million. Toured the reservoirs above Steamboat.
Then toured Carpenter Ranch, owned by Nature Conservancy:
conservation easements on much of land. Strong presence and feeling
was that they resist much change as well. Focus on Carpenter Ranch:
willow, cottonwood and do(nvood are only place where they coexist
together. Tour of Piceance Basin, tour of natural gas drilling. Huge area,
looks like ant hill. Visited site for Yampa pump back: Maybell, then tour
