Mike Applegate: Bad public policy to make our state constitution so <br />laden, to fund transportation, must find a better sway to do this. <br />Mike Shimmin: This would take 134 million dollars out of CWCB <br />perpetual base account over the next 4 years, impact on water vein large. <br />Sue Morea: Compounded because the base account accumulates interest: <br />so even more. CDM is taking a position, but there is no ftrnding for <br />fighting this. Thus, urging letters to editor and op eds, however, less than <br />15% of CO population reads newspapers. <br />Bob Streeter: Anv_ of us who have a contact at a local paper, would be <br />wise to tiv this. <br />Sue Morea: Responsible Colorado can issue a news release, and this can <br />be emailed. Motto: when in doubt throw it out. <br />JimYahn: One other item on legislative front: House bill 1030 from last <br />rear will come back up and SB 247, but both failed to come out of the <br />committee. <br />Dianne Hoppe: Always an opportunity for individual legislature to bring <br />up. <br />Education Liaison Report: Bert Weaver: Defer to 6:30 item. <br />Non-Consumptive Sub-Committee: Bob Streeter: waiting for a few data <br />layers, committee will reconvene to develop map and will come back to <br />full roundtable for input before refining maps: goals is to complete basin <br />priorities by end of year, <br />Phreatophyte Sub-Committee: Bob Streeter: <br />--no meeting yet, teams meeting and Weld County has a draft out, <br />meeting on Nov 14 in Morgan County to fill in missing links of main <br />Russian Olive and Tamarisk infestations, this will go out to entire <br />group, some have signed on to standard operating procedures to <br />participate in the plan, aiming to get all groups-state, federal or local- <br />to sign off on plan and to go forward with the draft to be submitted to <br />the Dept of Ag for review by Jan. 2, then will be ready to start applying <br />for grants. Boulder County has put together a plan for first funding <br />round. Weld County ti ing to have someone freed up to go forward as <br />cost share, also Fred Walker will talk to this later and Kelly from Ag <br />Dept will also talk about progress here later in the meeting.
