Thus, Platte River <br />Partnership, folks from NE will write the grant but CO will get a majority of the water, <br />headAvaters need to start. Proposals will be submitted when budget approved by <br />Congress. Sobering news: Bureau of Rec will put funding to aquatic nuisance species <br />and take it away from Tamarisk studies. <br />VII. Water Supply Reserve Account (WSRA) <br />• South Platte Edition of the Headwaters Publication: Nicole Seltzer <br />--Thanks to South Platte and Metro Roundtable for comments, <br />--Memo was sent out by IBC on 9/30 that summarizes the issue. <br />--Todd Doherty: vis a vis state funding: in light of the national and global <br />economic crisis, budgetai v shortfalls of the state, governor put hiring <br />freeze for state, bad news for DNR & CWCB, state controller has <br />lumped WSRA grants with the hiring freeze as being personal services, <br />as an agency, we are in process of requesting an exemption, was <br />submitted on 10/13/2008. General Fund has $100-300 million short fall, <br />therefore, this grant program and our agency is funded through severance <br />tax and should be exempt from this. Thus, optimistic that we will receive <br />this exemption but at current time, all grants that have not been executed <br />are frozen. We are proceeding as ifthey _ are not frozen and getting them <br />ready for signature by the comptroller. Again, these hinds are not from <br />general hind, and thus are optimistic that perhaps by the end of the <br />month we kvill hear kvord about this exemption. <br />--Nicole: Therefore, I am on hold. In order to go forward, I have <br />contracted with the writers, and there should be a draft of the work by <br />Mondav. Thus, we will have text, but to edit, print and distribute, have to <br />wait until the funding is unfrozen. Because anything I do will not be <br />reimbursed until contract signed. If the contract is not signed until after <br />the end of the month, it will be after the first of the month. Will keep <br />you posted vis a vis schedule. <br />--Joe Frank: Is this really a problem for the publication? <br />--Nicole: no, October or January, same. <br />--See two pages of final list of stories: thanks to Chris, Bert, and Lisa for <br />generating and gathering comments. <br />--Conversations with individuals : main stories: 1) compare & contrast <br />history- piece, how did reining and fanning come together to produce <br />South Platte: 2) Two Forks Veto to future-how has river changed <br />during modern period: what are challenges and uses that are making the <br />management more challenging: interviews with roundtable members: 3) <br />What River do You See?-industrial, ag, municipal profiles hopefully <br />will span geographically, 4) info on roundtables: piece on providing for <br />South Metro and agricultural land. Protecting ag land will be a center <br />piece. Finally, 5) profile on conservation efforts that are happening. <br />Need input on sources: see back two pages of this memo. <br />Future of farming: Joe Frank.... see only one fanner, entities are there. <br />Still time to add perspectives. <br />Next step: go through review. Will rely on Chris at Metro, Lisa and Bert <br />for comments. Looking for a process to funnel comments to accomplish <br />task. Want most efficient way to get comments to foundation. <br />11
