South Platte Basin Roundtable <br />Meeting Minutes <br />October 14, 2008 <br />Longmont, CO <br />Southwest Weld County Building <br />4209 Weld County Rd 24'/2 <br />4:00 - 8:00 <br />Please contact Lisa McVicker (mcvicker(&clwestoffice.net) with any changes or corrections. <br />Thank you. <br />JimYahn Chairs the Meeting tonight as Bill Jerke will not be present until later in the <br />evening. <br />4:00 - 5:00 Standard Reports <br />• IBCC report later in meeting <br />• CWCB: Todd Dohertv and Eric Wilkinson <br />--Plan on March 17-18, 2009 meeting in Longmont; <br />--Board passed amendment in opposition to Initiative 52; caps money in <br />construction fund and puts excess into transportation fiend; opposes this <br />because of impact; <br />--Board reviewed Tamarisk guidelines; adopted in November; <br />--discussion of mitigation plan for projects that include federal funding; <br />requirement that the project proponent must develop wildlife mitigation <br />plan; this must be brought before wildlife commission and approved by <br />CWCB; if dispute. goes to Governor for arbitration; this establishes <br />mitigation fund that CWCB administers; <br />--CWCB in process of developing data base to monitor process of <br />projects; <br />--meeting between US and Mexico on sharing CO river; issue for us <br />because of amount of water that is transported into South Platte; <br />--discussion of visioning exercise; CWCB wants to move forward; <br />--discussion of guidelines for administering and distribution of funds; <br />--update on zebra mussel issue in CO; <br />--issue of approval of letters of commitment for Chatfield; this should be <br />finalized with all participants; <br />--discussions and rule malting process is scheduled to begin in <br />November: de minimis rule and instream flow rights 'kvill be amended in <br />November; deal with implied subordination; thus board and staff are <br />tiring to clear up concerns over concept of subordination in relationship <br />to instream flows; rule making in Nov meeting; <br />--review of 22 Water Supply Account applications; 16 approved: 3 from <br />South Platte: Ducks Unlimited; Arickaree kvell retirement and grant for <br />Halligan Seaman planning model; one application was withdrawn and <br />five were tabled because of concerns re: amount of info presented and <br />concern for allocation of funds between basin wide funds and state wide
