~~';-
Set standards for performance *~d safety
Utili-ties are given considerable freedom to set. star~ards.
for safety and .performance. In general, the.PUC rules Ii~lt~t
utilities from impo-sing .requirements. upon QFs which are mri
restrictive than-those imposed upon themselves. For example,,,.=-a.
utility could not demand a higher power quality of a QF ~h;an it
maintains itself, or require safety devices that provide greater.
protection than normal, - ,.
Inspection-and maintenance
Utilities have. the right to inspect ali .aspects of a Q~?
-which are associated with its safety and maintenance.. In add~-
tion, utilities must be granted- access to €atilities that. the.
.utility owns but-which are located on the premises- of the QF.
Violation of safety standards by the QF are grounds for diseon-
nection by the utility,-with adequate notice.
Management of system emerc~e_ncies
Utilities have the right to manage system emergencies,
including the disconnection of QFs. If possible, notice must be
given to the QF. Discontinuance .must be done. in a way that dogs
not discriminate against any single QF.
Cease purchases under special conditions
If the purchase of power from QFS causes utilities to incur
extraordinary -costs, they may cease purchases from QFs. Far
example, extraordinary costs might be incurred due to specia~~
operational- circumstances requiring that utility gener.atit~n
equipment be shut down or started up, which imposes greater than
.normal fuel use.` Notification is required in -this circumstance.,
5
