June 2, 2008
Report from the IBCC Representatives
Bill Trampe stated that the IBCC had met in Walden, Colorado on May 15, 2008. Marc Catlin
was unable to attend that meeting. Bill said that the meeting was a difficult one to report on, and
encouraged everyone to acquire the meeting minutes from the IBCC web page to make their own
interpretation of the conclusion of the meeting. The meeting began as a continuation of the
visioning process, but turned into a discussion of strategies. Notable discussions were on how to
save agriculture and to meet demand, as well as discussion regarding not overdeveloping the
Colorado River.
John McClow requested information on how to get additional materials that had been referred to
in the previous Meeting Minutes. Bill Trampe agreed to find out how to get those materials be
made available on the web site.
Report from the Educational Committee
George Sibley said he had contacted the forest pathology folks in Gunnison. They agreed to do a
presentation later in the fall. The presentation would be less on the Bark Beetle damage, but
more regarding the local problems of Aspen tree decline.
George encouraged anyone with ideas for educational presentations to come to him with those
ideas.
Dixie Luke suggested that the Roundtable do some public outreach to educate the public about
the Roundtable and its purpose.
Report from the Black Canvon Quantification Committee
John McClow announced that the mediation had concluded and there had been an agreement
reached on a stipulated decree. Review and approval by all the clients is underway. The decree
will become public on Friday when it will be filed in the water court. The Quantification
Committee will draft a summary of the decree for circulation at the next meeting.
1. Colorado Water Conservation Board
Jennifer Gimbel, the new Executive Director of the CWCB, discussed Gunnison Basin needs
and issues with the Roundtable members.
2. 5WSI II
Rick Brown, CWCB Section Chief, gave a presentation on the results of SWSI II.
3. Statewide Non-Consumptive Needs Assessment
Nicole Rowan, CDM, gave a presentation showing the Basin's non-consumptive attributes
on preliminary non-consumptive mapping. The Roundtable discussed whether there should
be values placed on different attributes, as well as what should be done next.
Tyler Martineau made a motion that the Roundtable ask CDM to continue to refine the
environmental and recreational attribute maps on all lands within the Gunnison Basin. John
McClow seconded, and the motion carried with two dissenting votes.
