IBCC Colorado River Basin <br />Minutes of Meeting on August 25, 2008 <br />1. Next Meeting: Monday, September 22, Glenwood Springs Community Recreation Center, <br />1:00 to 4:00. <br />2. Approve July 2008 meeting minutes. The minutes were approved unanimously. <br />Reporter: These minutes were prepared by Ken Ransford, Esq., CPA, 970-927-1200, <br />kenransford(2(comcast.net. <br />4. Upcoming meetings: <br />a. IBCC meeting in Palisade on August 27. <br />b. October 8-10: Governor's conference for water providers and municipalities on how to <br />prepare for drought and how to incorporate climate change into drought planning, at the <br />Grand Hyatt Hotel in Denver. The cost is $100, which pays for both breakfast and lunch. <br />The Governor is scheduled to open the conference on Wednesday October 8. <br />c. The initial water education outreach meeting will be held in Grand Junction on June 4 from <br />6-8 PM at the Two Rivers Convention Center. <br />5. Report from other Roundtables - None. <br />6. Report from Energy Subcommittee. Greg Trainor reported that the energy subcommittee draft <br />report should be available to the CBRT by the October meeting. He reported that water required <br />to develop coal, natural gas and uranium is minor compared to water needed for oil shale and <br />electricity needed to produce oil from oil shale. Phase 1 will estimate water needed for energy <br />development, and phase II will consider where the water will come from. <br />7. Report on 10825 water. Caroline Bradford reported on the 10825 committee progress. <br />a. December 31, 2009 deadline. The 10825 agreement must be in place by the end of 2009. A <br />10-year temporary agreement was reached in 1999; a permanent agreement that will not <br />permit any exemptions for dry years must be reached by the end of 2009. The 10825 <br />committee hopes to reach agreement on who is responsible to provide 10825 water by the <br />end of December 2008. <br />b. The goals of the agreement are to provide supplemental water in the 15 mile reach (the 15 <br />miles of the Colorado River upstream from its confluence with the Gunnison River in Grand <br />Junction) during the dry months of July through October. The agreement should not result in <br />any decreased yield to either Eastern or Western Slope water providers, or damage any <br />headwater fisheries. <br />Ruedi Reservoir provides about 75% of the 10825 water, and Granby Reservoir provides the <br />balance.
