Proposed Program Criteria and Procedures <br />Partners: <br />Tamarisk Coalition and Colorado Dept. of Agriculture. <br />Provide technical and policy advice. Assure compliance with State weed laws. <br />Develop initial program criteria, approve control plans, serve on evaluation panel, not eligible to <br />apply for grants. <br />Interested parties: <br />Colorado State Forest Service, CSU State Weed Lab, TNC, Colorado Youth Corps, DOW, State <br />Parks, CRWCD, other? <br />Review and provide input on draft program criteria, provide members to application evaluation <br />panel, assist with development of future program modifications <br />Grant Eligible Entities: <br />Local governments and quasi-governmental agencies (counties, cities, districts, etc.) <br />Indian Tribes <br />Established watershed groups, non-governmental organizations, and 501 C entities <br />Specifically excludes state and federal agencies, but work can be done on state and federal land. <br />Private parties and corporations cannot receive grant funds, but funds can be used on private land. <br />Fund Allocation <br />Initial $1 Million will be distributed in 2 rounds, Oct 2008 and Feb. 2009. <br />$100,000 reserved for administration, education, scientific and monitoring purposes <br />Round I: $450,000 to be awarded, maximum grant size of $100,000, minimum grant size of <br />$10,000. $100,000 reserved for grants in the $10,000 - 25,000 range. <br />Round II: $450,000 to be awarded, max and min grant limits as in Round I, size of small project <br />set aside to be determined. Recipients of Round I grants ineligible for Round II. <br />Mandatory Project Requirements <br />Minimum 50% non-state cost sharing provided by applicant, half of which must be hard dollars <br />Project must be consistent with a "state approved" watershed based tamarisk and/or Russian olive <br />("TRO") control plan. <br />All grant funded work must be located within Colorado, but cooperative efforts across statelines <br />encouraged. <br />Project must include components addressing: control through integrated pest management <br />("IPM") techniques, revegetation, monitoring, and maintenance <br />Implementation of control and revegetation must be completed within 2 years of grant award <br />Additional factors to be considered and scored <br />Promotion of CWCB values related to: <br />preservation and restoration of channel conveyance capacity, reduction of transit losses <br />flood mitigation <br />riparian health and restoration, enhanced recreation access <br />quantifiable reduction in non-beneficial consumptive use of water <br />Furthers purposes of state weed rules related to high priority locations/counties for maintenance <br />and/or elimination <br />Geographic diversity <br />Education and demonstration value <br />Biomass utilization <br />Use of Colorado Youth Corps and other similar labor services <br />3 <br />
