Credit for avoidance of flood problems is generally given to the favorable spring weather, <br />which did not produce more than four warm days in a row during the peak of flood season (and no <br />unseasonably hot days). Generally, with high snowpacks such as those experienced this year, a very <br />warm period of 5-7 consecutive days is needed to trigger worrisome flood events. It should also be noted <br />that numerous counties wisely coordinated flood preparation and response planning, with assistance from <br />CWCB staff, months in advance of the runoff season. (Tom Browning) <br />COMMUNITY ASSISTANCE PROGRAM / NFIP UPDATES -Anew statewide Community <br />Rating System (CRS) Committee has been formed by members of the Colorado Association of <br />Stormwater and Floodplain Managers (CASFM). The CRS Program is managed by FEMA and is a <br />voluntary incentive program that recognizes and encourages community floodplain management activities <br />that exceed the minimum NFIP requirements. As a result, flood insurance premium rates are discounted <br />to reflect the reduced flood risk resulting from the community actions meeting the three goals of the CRS <br />-reduce flood losses; facilitate accurate insurance ratings; and promote awareness of flood insurance. <br />The statewide CRS Committee was formed to help existing CRS communities in Colorado meet these <br />goals and to increase community participation in Colorado by promoting awareness and developing new <br />activities to earn credit points to lower flood insurance premiums. <br />In other news, FEMA and CWCB are pleased to announce an exciting training opportunity for local <br />floodplain administrators statewide. Two CWCB Staff members will help teach the Emergency <br />Management Institute's (EMI) field delivered version of Managing Floodplain Development through the <br />NFIP. The class will be offered August 4-7, 2008 in the Denver area. This course is designed to assist <br />local officials responsible for administering their local floodplain management ordinance. The course <br />will focus on the NFIP and concepts of floodplain management, maps and studies, ordinance <br />administration, and the relationship between floodplain management and flood insurance. The class will <br />be limited to 40 participants. For more information, please contact Thuy Patton at <br />thu~patton(a~,state.co.us. (Tom Browning) <br />TAMARISK CONTROL UPDATE - We completed four mini grant projects ($5000. each) in the <br />Colorado, McElmo, Purgtoire and Arkansas watersheds in part funded by CWCB from this year's <br />allocation of severance tax funds. The Tamarisk Coalition is completed the bulk of its planning services <br />to local watershed groups in the Arkansas and YampalWhite watersheds. An additional $10,000 of Board <br />funds are being made available to complete work in the South and North Platte and Republican <br />watersheds this summer and fall. We expect all basins of the state, except for the Rio Grande where there <br />is no reported problem, to be covered by an effective watershed control plan by the end of 2008. The <br />Board's $1 Million cost-sharing grant program proposed in the 2008 Projects Bill has been authorized and <br />funded. Staff will be presenting preliminary grant eligibility and performance criteria under Agenda Item <br />18 of this meeting.
