flow water rights, but their impacts are considered deminimis. In each of these cases, the cumulative
impact to the Board's rights is 1 % or less. Pursuant to the DeMinimis Rule, described in Section 8 of
the Instream Flow Program Rules, staff has not filed Statements of Opposition in these cases.
