Lower San Miguel yVa~er Resource Planning Study <br />Page 19 <br />VILF Combination of alte~natives- <br />This alternative looks at utilizing some combination of the above described alternatives to <br />arrive at a balanced alternative that results in a benefit to stream flow protection in the lower <br />basin and acknowledges and addresses existing and future needs of the local governmental <br />entities while minimizing the impact to water administration in the basin. <br />Johnson Ditch Water Rights <br />Wells <br />Factors Considered <br />• The Tabeguache Wells No. 1 and No. 2 along with the Uravan Well No. <br />2 would be conveyed to Montrose County. This would provide the <br />county with a source of water at or near the lands they will be acquiring <br />from Umetco. The county and local interests are planning on building a <br />recreation and education facility in this location. It would include ball <br />fields, rustic camping, and a mining interpretive center, which would <br />highlight the history of Uravan and the surrounding area. <br />• The Mineral Camp Well, the Uravan Well No. 1 and the Eula Belle <br />Mine Well water rights should be relinquished to the stream. These <br />wells are not in use and no longer are in existence; they have relative <br />junior priority dates and are for relatively small amounts of water. The <br />history of use of these wells is also uncertain. Their relative value for <br />instream or industrial or domestic use is very limited. Therefore, it is <br />recommended that they be relinquished to the stream. <br />(~'nnrl»cinnc <br />These alternatives are considered to be the preferred alternatives for the <br />use of the wells. <br />Surface Water Rights <br />Factors Considered <br />• The Johnson Ditch surface water rights are pre-1922 water rights and, <br />therefore, not subj ect to a "Compact Call". <br />• Due to a limited history of use, the Johnson Ditch water rights may be <br />limited to 3-4 cfs and an annual consumptive use of approximately 500 <br />acre feet. <br />• There may be an opportunity for the local governments to "loan or <br />lease" the water for instream flow through H.B.1280. <br />r'nnrl»cinnc <br />The use of the Johnson Ditch water rights by the local governments to <br />meet drought and some future development needs coupled with the possibility of <br />meeting some instream flow needs through a long term loan or lease of the <br />~Iuly 2008 <br />
