Lower San Miguel yVa~er Resource Planning Study <br />Page 5 <br />III.F Lower San Miguel River Water Resources Planning Study <br />The current study, which was funded jointly between the CWCB and the SWCD, takes <br />up where the Armburster Report left off. The purpose of this evaluation is to: 1) determine how <br />to best utilize the Uravan Water Rights conveyed to, and to be conveyed to the CWCB to best <br />meet instream flow needs and the needs of the local communities and water users with minimal <br />impact to the basin, and 2) evaluate a possible water supply for the Uravan Ball Fields <br />IV. Uravan Water Rights Historical Consumptive Use Analysis -Armbruster Report <br />The Armbruster Report conducted a thorough investigation and analysis of the historical <br />consumptive use of the Uravan Water Rights. Please consult the Armbruster Report for the <br />analysis. The results of the analysis are presented here. No further analysis was conducted for <br />this study. The information provided in the following subsections as well as that in Section V <br />has been largely derived from the 2005 Armbruster Report. There has been no use of the Uravan <br />~Uater Rights since the completion of the Armbruster Report <br />IV.A Miguel Power Company Canal Rights <br />The San Miguel Power water rights were used for non-consumptive power generation <br />purposes. Their diversion records are very spotty, and may not be a good representation of the <br />actual diversions. According to Table 7 of the Armbruster Report, the recorded average daily <br />diversion ranged from 0.2 cfs in 1943, to 160.0 cfs in 193 8. There were no diversions reported <br />after 1974. The last recorded use of any significant quantity was 193 9 when 140.0 cfs was <br />recorded as being used for 95 days. Since that time the record show small uses, i.e., 0.2 to 6.9 <br />cfs for a period in the 1940s and a higher usage of 7.0 to 52.5 cfs in the early 1970s. Again, no <br />consumptive use was associated with these uses. <br />IV.B Johnson Ditch <br />The Johnson Ditch Water Rights were originally decreed for irrigation. In 1956, these <br />water rights were changed to include the year-round uses of domestic, milling, industrial, power, <br />and other incidental uses.
