there. There is a pending bill that would be a break to water users but it is
not included in Gene's current number. It is currently only a bill, not
legislation.
. There are still some Cooperators that are working on the review of
Chapter 4 and the goal is to have comments back to the COE in two
weeks (approximately October 2).

3e) Dam Safety and Seismic Review
. Eric reported that the cores have been collected at Chatfield and they are
at the lab for analysis. Once the results are back, COE scientists will
begin work on the liquefaction calculations. If it looks like there are issues
from a liquefaction standpoint, the dam will be called a critical structure
and there will be a standard deviation added to the calculations. If the
liquefaction calculation is low, the dam would not be classified as a critical
structure and they can move on. The COE scientists should release
results next month.

4) Recreations Analysis
. Dave Geiger (Colorado State Parks) said that he recently conducted a
conference call with the State and COE regarding the cut and fill issue
with the two pools at Chatfield. The Lot Pool to the Conservation Pool and
the Conservation Pool to the spillway has to balance from a construction
standpoint. The summary notes from the conference call were given to
Fred Rios (COE) and other COE staff members yesterday in order for
them to review the decisions that were made.
. EDAW has been redefining what their scope of work is in light of recent
COE policy changes and the final iteration went out yesterday for
approval. They now have the right information to go forward with
recommendations for completing their studies.
. Dave reported that Tom helped the State get funding through an
agreement with the City of Centennial because the State was limited on
how much more they could spend with EDAW. Once the contract is in
place they have 90 days to complete their analysis. Dave wanted to thank
the COE for some movement in their thinking on how to handle the
situation. Eric wants to see some updates within the 90 day contract
period so he can begin passing on numbers so the COE budget
department can start working on estimates. With this new funding, Setty
can move forward on her Unit Day Value (UDV) study as well.
. Tom said that an important item came up since the last meeting: existing
structures and facilities that do not have to be moved as part of the
reallocation are grandfathered in and do not have to move according to
the new COE policy (located above the 1 O-year flood elevation).
. Dave said that the SSC Socioeconomic Study is on hold until some of
these issues are resolved with EDAW. SSC will have to know where the
facilities and structures are going to be relocated to before they can work
on economics. He is hoping that SSC and EDAW can finish their studies

Tetra Tech

6
