RGBRT 5-13-08 <br />Minutes <br />storage, operational efficiencies, elimination of losses to agriculture and Compact. <br />Bids being analyzed. Amount to be requested approximately $200,000. <br />2008 Rio Grande Riparian Stabilization: Colorado Rio Grande Headwaters <br />Restoration Foundation, Jeremy Yoh: Funds are sought to match EPA-319 funds to <br />implement and continue mitigation efforts on a reach of the Rio Grande as <br />prescribed in RGHRP 2001 Study which determined that increased sediment <br />loading is a major cause of deterioration in water quality and fishery conditions. <br />Many subreaches in poor condition. Involves five landowners, eight projects, <br />approximately 12 miles of river. Land owners and the Foundation collaborate with <br />multiple stakeholders to stabilize riparian areas and modify stream banks. <br />Engineering, construction and monitoring. Requesting $280,000. <br />Time constraints precluded having a Q/A session. Details on June 10, 2008. <br />10. Discussion as Senator Gail Schwartz arrived: Suggestions that we consider some small <br />hydropower applications if appropriate. Senator Schwartz spoke of important water bills in <br />the Colorado House of Representatives, working on an instream flow bill, and thanked <br />Travis Smith for help with some concerns. "This bill reflects a maturing process, now that <br />instream flow is more recognized. CWCB is drawing up criteria ". <br />Micro-hydro: Delta Montrose area, Holy cross area. Held a workshop in Glenwood. Looking <br />at opportunities for pump back hydro. Governor's energy office as source of information. <br />Develop small microhydro and use them in ditches to generate as much electricity as <br />possible. Rural electrics are excited. Possible 1000 megawats. REAs are on board with it. <br />Fits in the net metering scheme. The energy is 24-7 when those ditches are running. Try tc <br />put together one model and see if the REAs will adopt it. Inviting input. Put together <br />resources that belong to the ag community and create more value. We have to respect all <br />the water laws. State engineer said any impoundment at all will be difficult to do without <br />creating even a small dam. Is there a way to deal with that? Steve thanked Sen. Schwartz <br />for joining the meeting. <br />11. "SWS/ Phase 2 & Colorado's Water Supply Future" - Rick Brown, Project Coordinator, and <br />conceptual architect of SWSI, Colorado Water Conservation Board, spoke of his concerns <br />for statewide water supply and the urgency of creating implementation plans to meet future <br />needs. He said he wanted to speak frankly, calling this his "swan song" as he leaves his <br />post with CWCB. Rick's talk was deeply appreciated by Steve and all. Travis expressed <br />great appreciation for Rick's ability to deal with these questions. Steve and Ray both <br />expressed that Rick has been a friend to the Rio Grande Interbasin Roundtable. Applause. <br />An appreciative few gathered around Rick for further discussion after the meeting.
