RGBRT - 8-12-08 <br />Selenium Task Force Project area - deep irrigating has created high concentrations of <br />selenium in water, harmful to fish and birds. Cost $20 Million/year. Who would fund? Must <br />solve the selenium problem. Long term challenges = Compact, climate, population growth, <br />over appropriation, demands on small municipalities. Ag community rarely gets 100 percent <br />of its water right. Alfalfa fields go into houses. Noticeable decrease in farmed areas. <br />Colorado River Compact Compliance - inflows to Lake Powell steadily declining. Concerned <br />about commitments - how will State address shortage and curtailments relating to that <br />shortage? Blue Mesa Reservoir impact of a dry year. Photos - Lots of discussion. <br />Fascinating portrait of another basin. <br />Mike G.: Thanks for that wonderful overview. Though issues we confront in the RG basin <br />are real & critical to us, we're fortunate not to have to confront the many issues faced by <br />other basins. We need to have empathy for other basins. It's very useful for us to <br />understand these issues. We hope you'll come back again. <br />4. Reappointment of Members, Update: Still need a Costilla County rep. Mike has been <br />talking with Christina Martinez. Will run an ad in newspaper. Hoping someone will come <br />forward. Industrial rep - Mike will follow up with Railroad. <br />5. CWCB Finance Subcommittee meeting will be held in Alamosa on September 16 & 17 - <br />Details online at http://cwcb.state.co.us/Board/MeetingDates/ with specifics on time and <br />place at next Roundtable meeting. Four Rio Grande Basin projects will be considered for <br />funding. People with projects requesting funds should plan to attend. Others are welcome. <br />6. Rio Grande Compact Report - Mike Sullivan, District Engineer, CDWR, explained to <br />Gunnison guests that the RG Compact is "our 800 lb gorilla." Expressed sympathy for <br />Gunnison issues, especially re wildlife. "We had the heaviest snowpack we've ever seen." <br />Our projected annual index of 900,000 AF in March was down to 740,000 AF in August - <br />we've had lots of return flow. Rio Grande ten day report: (All numbers are acre feet) <br />Projected annual index 740,000; obligation 224,000; 30% of index. Recorded flow near Del <br />Norte April - September 563,500, Total 603,000; Total adjusted deliveries RG Lobatos less <br />Los Sauces 189,200; curtailment of ditches August = 0%; expected December 31, 2008 <br />delivery status 3,100, over delivery. Conejos River ten day report: Projected annual index <br />415,000; obligation 201,200; 48% of index. Recorded flow total at Mogote, Los Pinos, San <br />Antonio, April - September 352,400, Total 366,400; Total adjusted deliveries Conejos River <br />near Los Sauces 171,100. Anticipated total deliveries to be close to required amount. <br />Elephant Butte 24-hr average computed inflow 682,000. Rio Grande Compact usable <br />project storage 579,281 AF. <br />7. Report of IBCC representatives - There has not been a meeting. <br />8. "Colorado's Instream Flow Program and Nonconsumptive Water Needs" - <br />Linda Bassi, Section Chief, Stream & Lake Protection, CWCB, gave an overview of <br />CWCB's process of appropriating new or acquiring existing water rights and changing them <br />to instream flow (isf). Any person or entity may recommend streams or lakes to be <br />considered for appropriation to preserve the natural environment. Instream flow workshops <br />are held every February to present recommendations in writing to CWCB. Need to collect <br />data, quantify flow requirements with specificity. In March CWCB staff informs Board about <br />recommendations. Staff does field work, holds public meetings, meets with public to hear <br />concerns.
