Often gap between perception and reality... look at actual numbers, turns out <br />otherwise. Small percentage that is ugh- and expensive. Big ones are really big. <br />No division is immune from it. Not so much in 4. 6, 7..4: Gunnison, 6: Yampa: 7: <br />San Juan and Dolores. <br />Justice Hobbs is relentless: Referees: good feedback <br />Large part of surveys: referees and judges, yes above 60% range. <br />Competent judges, good referees, good water clerks... most people see the jobs <br />being done well. Real issue is can we make it work better and more efficiently <br />which translates to less money. Thus should be way to speed things up. <br />Bill Jerke: Thanks to Mike. <br />5:40 pm: Update on Clear Creek Water Bank - Bert Weaver and Mike Applegate, <br />high altitude storage project: have filed for 13 small reservoirs: largest is 400 acft: <br />smallest is 2 acft-in cooperation with CO State Historical Society-restoring reservoir <br />at Lebanon Mill. <br />Analvsis of 9 sites. <br />Bert Weaver: Multi criterion Decision Model (NCDM-Dr. Darrle Fontaine-has put <br />software together.) <br />Mike Applegate: Presents Power Point. <br />High storage: less evaporation, greater opportunity for deliver- downstream, 9 main <br />Sites... <br />Looking for criterion on how to rank these sites: search for data: USGS maps, Clear <br />Creek County, small intervals, but very small dams, search for better data comes from <br />satellite imager-, elevation data, soils, wetlands, and floodplain maps, geologic hazard <br />maps, faults? Wetlands? <br />--then dam construction options considered: earth impacted dam? Lower compacted <br />dam? <br />--revised dam options: <br />--permitting issues: forest service land, watershed protection boundaries, 1041 regs, state <br />engineers issues, federal issues and nepa, <br />--Options of construction costs: grizzly gulch <br />--boiled down to cost per acft: 17,000 per acft to 87,000 per acft.. <br />--look at nine different dam sites ...use multicriteron decision model, CSU..: <br />environmental risks, permits, tech considerations, geologic hazards, side slopes for dam, <br />permitting process, engineering considerations ... iveight all of these factors <br />--then multiply by factor: factor of 4 more important than factor of 1, for example. <br />--subjectivity comes into play; <br />Multi-Criterion Decision Model. <br />--Then look at how many times a site ranks: so based on how mangy- sites actually rank, or <br />come to the top... go with them. <br />Project Conclusions: Bakerville site and Clear Creek County Reservoir ranked first in <br />simulation: <br />--Project recommendations: preliminary discussions with CDOT, geologic and tech site <br />investigations should be performed to determine soil properties and specific bedrock info, <br />consult Corps and go forward. <br />--Thus, this money will be spent to look at these 9 reservoir sites to figure out where we <br />will build, so we have 9 conditionally decreed reservoirs and have added 4 more. <br />Bert Weaver: Time table: Working with Black Hawk on 11 mile creek above <br />Thanks for support, will run with support. <br />McVicker: What is time table for the first few reservoirs? <br />Weaver: not sure vet.
