<br />1.0 BASIC APPLICANT QUALIFICATIONS <br /> Each applicant must demonstrate that it <br />meets the following basic qualifications: <br /> <br /> They are committed to collaborative approaches, involving locally and/or regionally <br />based diverse interests within the watershed in question, with participation open to <br />all interested persons in the watershed; <br /> They are committed to restoring or protecting ecological processes that connect land <br />and water while protecting life and property from flood hazards; <br /> The purpos e of its grant application is to implement or plan for a project intended to <br />(1) restore and/or protect the water, lands and other natural resources within the <br />watershed , (2) mitigate flood hazards, or (3) integrate a multi - objective approach ; <br /> There is bro ad based involvement in and/or support for the grant application, <br />including relevant local, state, or federal governmental entities; and <br /> The applicant is able to provide the appropriate in - kind or cash match for the <br />activities proposed. <br /> <br />2.0 APPLICATION E VALUATION CRITERIA <br /> Once an application demonstrates <br />that the applicant meets the Basic Applicant Qualifications, the application will be <br />evaluated with respect to the following three factors: <br /> <br />well Qualifications <br />does the applicant fit the qualifications test? ( ) <br />accomplish <br />the proposed <br />Organizational Capability <br />work ? ( ) <br />the goals of restoration or flood <br />Effectiveness of Propos al <br />mitigation ) <br /> <br />The degree to which an application meets the above three evaluation factors will be <br />determined by utilizing the rating system shown on the attached table, entitled <br />Restoration Program The <br />evaluat ion criteria are further discussed in sections 5 - 7. <br /> <br />3.0 PROJECT PROPOSAL SUMMARY SHEET <br /> In one page or less, please provide a <br />brief summary of the project, project location, grant category, or grant amount and <br />project sponsor(s), including name a n d addr ess of a contact person. <br />4.0 GENERAL PROJECT DESCRIPTION <br /> <br />4.1 Provide a brief d escription of the project. Identify the waterbody or watercourse and/or <br />land, or other natural resources related to such waterbody or watercourse for which this <br />grant is sou ght (please include map(s)). D escribe the goals of the project and how the <br />project will achieve those goals. Discuss the results of accomplishing the end product of <br />the project. <br /> <br />4.2 Discuss the steps involved in completing the project, approximate costs and person - <br />hours (if applicable) for each step, milestones toward project completion, a proposed <br />schedule for project completion, and the expected end product.
