Gimbel <br />CWCB Director <br />SUBJECT : <br />Agenda Item 16 September 16 - 17 , 2008 CWCB Meeting <br /> <br />Dan McAuliffe <br /> Watershed Protection & Flood Mitigation Section - <br /> <br />CWCB Deputy Director <br /> C olorado Watershed Restoration Program Update <br /> <br />Introduction <br />At its November 2005 meeting in Denve r, the Board approved a non - reimbursable allocation from the CWCB <br />Construction Fund in the amount of $150,000 to be used for CWCB Watershed Restoration Program (Program) <br />activities. A robust discussion for that agenda item took place among the Board member s regarding how the funds <br />should be used, and how the CWCB Program should interact with local watershed groups and other interested <br />parties. The Board did not reach a consensus regarding expenditure of the funds at that time (even though the <br />funding reques t itself was approved), and staff was asked to revise its Program approach for consideration by the <br />Board at future meeting. Staff provided updates on the Program at the January and September 2007 Board <br />Meetings. Staff has completed guidance and an applic ation for the Program (s ee attachments ) . <br />Discussion <br />The Watershed Restoration Program objective is to provide planning, engineering, and construction services for <br />watershed/stream restoration studies and projects. The Program also provides support for fl ood mitigation. <br />Special consideration is reserved for planning and project efforts that integrate multi - objectives in restoration and <br />flood mitigation. This may include projects and studies designed to restore stream channels, provide habitat for <br />aquatic and terrestrial species, restore riparian areas, reduce erosion, reduce flood hazards, and increase the <br /> <br />capacity to utilize water. <br />Grant applicants must demonstrate: <br /> <br />a commitment to collaborative approaches, involving locally and/or regionally based di verse interests <br />within the watershed in question, with participation open to all interested persons in the watershed; <br /> <br />a commitment to restoring or protecting ecological processes that connect land and water while protecting <br />life and property from flood haz ards; <br /> <br />that the purpose of the application is to implement or plan for a project intended to (1) restore and/or <br />protect the water, lands and other natural resources within the watershed, (2) mitigate flood hazards, or <br />(3) integrate a multi - objective approac h; <br /> <br />a broad based involvement in and/or support for the grant application, including relevant local, state, or <br />federal governmental entities; and <br /> <br />an ability to provide the appropriate in - kind or cash match for the activities proposed. <br />Staff Recommendation <br />Staff recommends that the Board approve the use of Construction Fund allocations for the Colorado <br />Watershed Restoration Program. <br />Watershed Protection & Flood Mitigation ater Supply Planning & Finance <br />Water Conservation <br />
