COLORADO ASSOCIATION OF STORMWATER AND FLOODPLAIN MANAGERS <br />CONFERENCE PREVIEW: The Colorado Association of Stormwater and Floodplain Managers <br />(CASFM) is the second largest flood mitigation chapter in the country with over 700 members. CASFM <br />hosted its 19th Annual Conference in Crested Butte on September 10-12, 2008. This will be <br />unquestionably the largest and most comprehensive CASFM conference ever (with the exception of last <br />year, in which the CASFM conference was combined with the triennial Arid Regions Conference, a <br />regional conference cohosted by the Association of State Floodplain Managers). With over 300 <br />participants preregistered, it is already 40% larger than the previous record attendance in 2006. The <br />conference theme this year will be "High Elevation, Low Impact -Sustainable Stormwater <br />Management". The conference featured a keynote address and plenary session discussing decision <br />making regarding Stormwater management and Low Impact Development as well as 42 concurrent <br />presentations covering a wide variety of topics related to Foodplain and Stormwater management. CWCB <br />staff member Kevin Houck is the Chair of CASFM and delivered the opening and closing remarks, and he <br />also taught the review session for the Certified Floodplain Manager exam, which is being taken by a <br />record 52 attendees. Concurrent sessions were given at the conference by Kevin Houck and Joe Busto. A <br />post conference report will be given in the November Directors Report. (Kevin Houck) <br />HEALTHY RIVERS FUND: The Designees of the Healthy Rivers Fund agreed with staff s <br />recommendation to fund 9 projects for a total of $193,000. This amount is more than double any <br />previous year's allotment. Staff was very impressed with the applications received. They were well <br />developed and communicated a continued need for watershed restoration funding all around the state. <br />Staff will notify the applicants of the grant awards by the end of September. Staff will continue to work <br />with the applicants to fine tune scopes of work and complete the contracting process, ideally before year's <br />end. (Kevin Houck) <br />FLOODPLAIN MAP MODERNIZATION UPDATE: <br />FEMA Funding for FY08 projects <br />The CWCB received nearly $1.2 million from FEMA, $236K of in-kind value matching <br />contributions and $48K in matching funding from local communities and $339K in State match <br />funds for the FY08 Map Modernization DFIRM projects in Colorado. Work is to be done by <br />Anderson Consulting Engineers and PBS&J. <br />Coordination efforts continue with FEMA and local communities in the effort of properly <br />identifying the risk behind levees. The County projects which are going through levee and/or <br />landforms which are acting like levees mapping updates are: Boulder, Pueblo, El Paso, and Weld <br />Counties. Counties with known levees that are not currently going though mapping updates are <br />Morgan, Prowess, Mineral, Alamosa, Bent and Las Animas. <br />FEMA RiskMAP PROGRAM: <br />FEMA has operated the Map Modernization program since 2004. This was a five year program <br />with a nationwide budget of $1 billion. This initiative will continue in FY09 with the next phase <br />of Map Modernization called RiskMAP.
