(Ted Kowalski) <br />ATTORNEY GENERAL, SOUTHWESTERN WATER CONSERVATION DISTRICT, & <br />CWCB DISCUSS "COMPACT CALL": In August and September, the CWCB Staff and Office of <br />the Attorney General met with the Staffs of the Southwestern Water Conservation District and the <br />Colorado River Water Conservation District, who have been discussing with their boards certain concepts <br />for avoiding a potential "compact call" under the Colorado River Compact. This concept paper will be <br />discussed among the districts on September 18, 2008. In addition, we expect to include this topic on the <br />agenda for the November CWCB meeting for discussion purposes. (Ted Kowalski) <br />COLORADO RIVER WATER USE: As of August 1, 2008, storage in the four major Upper Basin <br />reservoirs increased by 366,860 acre-feet and storage in the Lower Basin reservoirs decreased by 108,500 <br />acre-feet during July 2008. Total system active storage as of August 4 was 34.909 million acre-feet <br />(MAF), or 59 percent of capacity, which is 1.814 MAF more than one year ago. (Upper Basin reservoirs <br />increased by 2.552 MAF, and Lower Basin reservoirs decreased by 0.738 MAF.) <br />The end-of-year measure for 2004 California agricultural consumptive use of Colorado River water under the <br />first three priorities and the sixth priority of the 1931 California Seven Party Agreement was reported as <br />3.524 MAF; and for 2005, the end-of-year measure was 3.581 MAF. The target under the Interim <br />Surplus Guidelines (ISG) for the end of 2003 was 3.740 MAF, and the target for 2006 is 3.640 MAF, <br />thus California was in compliance with the ISG through 2005. 2007 end-of-year use was reported as <br />3.753 MAF. Tracking of use in 2008 is shown in the graph below, with forecasted uses at the end of <br />2008 of approximately 3.753 MAF.
