Vision Goals <br />Vision goals constitute the second component of a statewide visioning process f or Colorado's <br />water supply future. Vision goals will be used to compare the perf ormance of water supply <br />strategies. These vision goals are based on previous work by the IBCC, the CWCB Board, and <br />other processes including: l) responses to the IBCC Visioning Exerciser, the Statewide Water <br />Supply Initiative (SWSI) Major Findingsrr, the SWSI Objectivesrrr, CSU's recent analysis of water <br />belief s and valuesrV, University of Denver's Colorado's Water Future Panel, and the IBCC's <br />Guiding Principles (the CO 64 Principals)~r. <br />The IBCC discussed and generally agreed on the following draft Vision Goals: <br />^ Sustainably meet municipal and industrial demands <br />^ Sustainably meet agricultural demands <br />^ Sustainably meet Colorado's environment and recreation demands <br />^ Encourage cooperation between water supply planners and land use planners <br />^ Encourage more cooperation among all Colorado water users <br />^ Optimize existing and future water supplies by: <br />- Minimizing non-beneficial consumptive use (evaporation, non-native phreatophytes, etc.) <br />- Maximizing successive uses of legally reusable water <br />- Maximizing use of existing and new in-basin supplies <br />^ Promote cost-effectiveness by: <br />- Allocating costs to all beneficiaries f airly <br />- Achieving benefits at the lowest cost <br />- Providing viable financing mechanisms, including local, state, and federal <br />funding/financing <br />- Mitigating third-party economic impacts <br />^ Minimize the net energy used to supply water, including both the energy used and/ or <br />generated with raw water delivery, and the energy used f or treatment <br />^ Protect cultural values by: <br />- Maintaining and improving the quality of lif e unique to each basin <br />- Maintaining open space <br />^ Provide operational flexibility and coordinated infrastructure <br />^ Promote increased f airness when water is moved between basins by: <br />- Benefiting both the area of origin and the area of use <br />- Minimizing the adverse economic and environmental impacts of future water projects <br />and water transf ers <br />4 <br />
