Water Providers' Planning Database
The projection of water demands in SWSI was impacted by the limited amount of water use data,
challenges in additional data collection, and consistency in analysis of demand data. The
recommendations from SWSI included developing a common database of water demands for
water providers and the tracking of IPPs and refinement of proj ected demands, supplies and the
resulting gap. In order to comprehensively implement these recommendations, CWCB staff is
working with consultants to develop a water providers' planning database that will provide an
efficient and consistent method to track water provider planning activities in the future.
The Water Providers' Planning Database will include:
• Basic Provider information
• Service area population and demographics
• Historical and projected annual water sources and demands
• Existing and planned water conservation measures
• The status of existing IPPs and future plans to meet proj ected demands.
Information on the status of existing IPPs as well as plans to meet demands through 2050 will be
an integral part of the database. Information on IPPs will include:
• Project type: New or enlarged storage, water conservation measures, nonpotable reuse,
recapture of consumable return flows, yield from existing water rights or proj ects,
agricultural transfer
• Basic project information: Project name, description, geographic location of source and
use
• Project statistics: Firm yield, estimated total and unit cost, year of cost estimate, storage
volume (if applicable)
• Project timeline: Permitting timeline (if applicable), existing and future milestones (draft
EIS, final EIS, Record of Decision, start of construction or implementation, date of first
delivery of water.)
Initial information on the status of IPPs will be collected by working closely with the individual
basin roundtables. CWCB is assisting the roundtables with their basin wide water needs
assessments and CWCB is completing water demand projections to 2050. The updating of the
database, once the initial data are collected, will be an ongoing function of the Intrastate Water
Management and Development Section.
The Water Providers' Planning Database will be used by CWCB to develop and modify
statewide water demand projections, track the adoption and implementation of water
conservation plans, assess the effectiveness of water conservation efforts, track the
implementation of IPPs, and allow CWCB to better assist water providers with drought planning,
water conservation and financing.
