system-wide analysis and prior change decrees have established an equal consumptive use value for <br />all GIC shares, the market value of each share is also similar. The above tabulated cost per share is <br />similar to recent sales transactions for GIC shares. An appraisal of the water rights costs is included <br />in Appendix F. The appraisal determined a total appraised value of $300,000 for the six subject <br />shares; $5,000 less that the total sale price. <br />8.2 Flow Measurement and Monitoring <br />As part of the OAC plan for augmentation, it is anticipated that surface water delivery and <br />groundwater delivery to each farm must be measured and recorded. Currently, there are no <br />measurement structures to measure individual headgate deliveries to each farm. Furthermore, the <br />wells included within the OAC do not have totalizing flow meters installed. The OAC is seeking <br />CWCB funding to construct and install flow measurement equipment at each member's headgate and <br />irrigation well.
