system-wide analysis and prior change decrees have established an equal consumptive use value for
all GIC shares, the market value of each share is also similar. The above tabulated cost per share is
similar to recent sales transactions for GIC shares. An appraisal of the water rights costs is included
in Appendix F. The appraisal determined a total appraised value of $300,000 for the six subject
shares; $5,000 less that the total sale price.
8.2 Flow Measurement and Monitoring
As part of the OAC plan for augmentation, it is anticipated that surface water delivery and
groundwater delivery to each farm must be measured and recorded. Currently, there are no
measurement structures to measure individual headgate deliveries to each farm. Furthermore, the
wells included within the OAC do not have totalizing flow meters installed. The OAC is seeking
CWCB funding to construct and install flow measurement equipment at each member's headgate and
irrigation well. The OAC also proposes to install flow monitoring equipment at key locations along
the main ditch, and at the point of delivery into the proposed storage reservoir.
Table 3 summarizes the projected cost estimate for implementing the flow measurement and
monitoring equipment.
TABLE 3
Cost Projection
Mpacnrpmpnt and MnnlltOrlrl~ EaulDment
-,Item Qty Unit Costs Total Cost

~ Materla~ Labor Total
~
Measurement Flume &
Stilling Well 15 $1,200 $1,000 $2,200 $33,000
Data Logger 15 $1,500 $200 $1,700 $25,500
Totalizing Flow Meter 17 $900 $400 $1,300 $22,100
TOTAL $80,600
8.3 Recharge Reservoir
The plan for augmentation includes the construction of a recharge reservoir under the Ogilvy Ditch
system to facilitate the winter augmentation obligations associated with the OAC plan for
augmentation. The recharge reservoir will be operated by delivering water available pursuant to the
newly purchased water rights through the Ogilvy Ditch and into the recharge facility; winter recharge
credits would subsequently occur.
Feasibility Study of the Ogilvy Augmentation Company Page 6
Well Augmentation Project
