expects to acquire additional GIC shares in the future to supplement its total augmentation water <br />supply and protect against curtailment of pumping during drought years. <br />Plans for augmentation typically require that the pumping of each well is metered using a totalizing <br />flow meter. A majority, if not all, of the OAC wells do not have correctly operating flow meters <br />installed. It is anticipated that the terms and conditions of the OAC plan for augmentation will <br />require the installation of totalizing flow meters such that the wells may be administered. In <br />addition, the OAC expects that the terms and conditions of the plan for augmentation will require that <br />the surface water delivery to each farm is also metered. The subject project for which OAC is <br />seeking CWCD funding includes the implementation of totalizing flow meters for each active well <br />and flow measurement structures, including data logger instrumentation, for each active farm within <br />the OAC. <br />6.0 AUGMENTATION REPLACEMENT SOURCES <br />The 2008 Ogilvy SWSP provides augmentation water from consumptive use credits from 2.0 shares <br />in the Greeley Irrigation Company and fully consumable water available from the City of Longmont <br />(Longmont) pursuant to an exchange agreement. A description of each of these sources and the <br />replacement credit is provided within the 2008 SWSP, which is included in Appendix D. Current <br />replacement water supplies are provided by means of an annual lease agreement and are not available <br />for a permanent plan for augmentation. A permanent replacement water supply is therefore <br />necessary and is the reason that OAC is seeking funding to pursue this project. <br />7.0 POTENTIAL REPLACEMENT SOURCE ALTERNATIVES <br />OAC has considered multiple replacement water sources for use within the plan for augmentation, <br />including long-term water leases, purchase of senior water rights, and development of new junior <br />water rights. It has been concluded that the purchase of senior water rights and development of new <br />recharge and reservoir storage space to store the senior water rights is necessary to develop a <br />permanent plan for augmentation. In particular, OAC has elected to pursue the acquisition of GIC <br />water rights for several reasons: <br />1. GIC shares include senior water rights that will yield well during drought year conditions. <br />2. The historical consumptive use of GIC shares has been established by means of a system- <br />wide analysis, including all outstanding shares. Several changes of use of GIC have been <br />decree based upon the system-wide analysis.
