WRCC, Inc.
Updated September 19, 2008
Agenda Item 23c
Alternative 2: Conduct a new hydrologic study. This alternative involves performing a new
hydrologic study using current precipitation values and hydrologic methods to see if the
dam and spillway would safely pass the present design storm without any construction. As-
builtplans would be required by the SEO, since the existing dam varies from the original
plans from 1976.
Alternative 3: Re-grade dam crest to a uniform height and conduct new hydrologic study.
This alternative would be required by SEO if Alternative 2 demonstrated that the current
spillway is not adequate.
Selected Alternative -Alternative 1-Fill low areas and re-grade dam crest to a uniform height:
This alternative was selected so that the Company could preserve the storage in the Reservoir
without having to complete a full hydrologic study.
Spillway extension options:
Alternative 1: Purchase the entire adjacent property from the current landowners and
allow flows to continue across land.
Alternative 2: Route channel directly through the center of the adjacent property. This
alternative would require an easement over 30 acres.
Alternative 3: Construct a channel close to the toe of the dam and direct flow along
Company property with only 5.5 acre of easement needed over adjacent land.
Selected Alternative -Alternative 3 -Construct channel close to toe of dam: This alternative was
selected because it minimized the land disturbance and provided the shortest flow path back to the
natural water course. Additionally, it kept the majority of the project on property already owned by
WRCC, Inc. The cost of this alternative was about 70% less than the other alternatives.
TABLE 2
TOTAL PROJECT COST SUMMARY
Task Cost
1. Engineering $90,300
2. Construction $1,278,300
3. Land Acquisition & Fees ' $45,000
Total Estimated Costs $1,413,600
This Project was bid and construction began in August of 2008 (financed through a bridge loan).
All easements and permits for the Project are in place. Construction completion for both the
spillway and embankment work is expected in November 2008.
