PAMPA-WHITE RIVER BASIN ROUNDTABLE <br />PO Box 774968 <br />Steamboat Springs, CO 80477 <br />Mr. Todd Dougherty <br />Colorado Water Conservation Board <br />1313 Sherman Street <br />Denver, Colorado 50203 <br />Dear Todd: <br />On June 11, 2408, the YampalWhite River Basin Roundtable passed a motion supporting <br />the use of basin funds for a grant proposal from the Town of Yampa titled "Town of Yampa <br />Water Facilities Plan and Storage Tank Upgrades". The proposal was discussed at the <br />Roundtable meeting on April 16, 2448 and again at the June meeting. An excerpt from the June <br />11 minutes presents the discussion at these meetings. <br />"This was originally presented at the April l b 2ooS meeting in .Rangely. The town <br />addressed the two issues raised at that meeting, a match amount and a plan for the town to <br />jznance the construction of the storage tank designed by this proposal. The town proposed a <br />20% match 076, 325 total project, .$15, bZ6 from ?'ampa) and provided a letter outlining the <br />grants it will to pursue for construction. <br />Discussion of the issue included the scope of the proposal which includes evaluating the <br />town's water rights, hydrologic availability of those rights, managing growth with respect to <br />water, and the design of a treated water storage tank (identified as a primary water need in <br />previous studies). Dan Birch stated that he supports requests from small municipal interests; <br />however, he thinks the proposal lacks an adequate match for use of 1177 funds. Further, Dan <br />believes that 1177 funds need to focus on water supply rather than treated water infrastructure <br />and will vote no. Tom Sharp was of the opinion that the Roundtable had encouraged small <br />municipalities to apply with their needs and that this proposal addressed the questions posed by <br />the Roundtable at the last meeting. Other members expressed support for the Yampa proposal. <br />Mr. Dickenson moved to approve the proposal for Basin Funds and Mary Brown seconded. <br />Votes were all in favor with the exception of Mr. Birch who voted nay. " <br />The Yampa-White River Basin Roundtable requests that the Colorado Water <br />Conservation Board approve the grant request of the Town of Yampa for $60,702. With full <br />funding of this request, the town of Yampa can move forward with this proj ect that will provide <br />needed information and valuable treated water storage for people in the Town of Yampa. <br />Sincerely, <br />Thomas R.
