PAMPA-WHITE RIVER BASIN ROUNDTABLE
PO Box 774968
Steamboat Springs, CO 80477
Mr. Todd Dougherty
Colorado Water Conservation Board
1313 Sherman Street
Denver, Colorado 50203
Dear Todd:
On June 11, 2408, the YampalWhite River Basin Roundtable passed a motion supporting
the use of basin funds for a grant proposal from the Town of Yampa titled "Town of Yampa
Water Facilities Plan and Storage Tank Upgrades". The proposal was discussed at the
Roundtable meeting on April 16, 2448 and again at the June meeting. An excerpt from the June
11 minutes presents the discussion at these meetings.
"This was originally presented at the April l b 2ooS meeting in .Rangely. The town
addressed the two issues raised at that meeting, a match amount and a plan for the town to
jznance the construction of the storage tank designed by this proposal. The town proposed a
20% match 076, 325 total project, .$15, bZ6 from ?'ampa) and provided a letter outlining the
grants it will to pursue for construction.
Discussion of the issue included the scope of the proposal which includes evaluating the
town's water rights, hydrologic availability of those rights, managing growth with respect to
water, and the design of a treated water storage tank (identified as a primary water need in
previous studies). Dan Birch stated that he supports requests from small municipal interests;
however, he thinks the proposal lacks an adequate match for use of 1177 funds. Further, Dan
believes that 1177 funds need to focus on water supply rather than treated water infrastructure
and will vote no. Tom Sharp was of the opinion that the Roundtable had encouraged small
municipalities to apply with their needs and that this proposal addressed the questions posed by
the Roundtable at the last meeting. Other members expressed support for the Yampa proposal.
Mr. Dickenson moved to approve the proposal for Basin Funds and Mary Brown seconded.
Votes were all in favor with the exception of Mr. Birch who voted nay. "
The Yampa-White River Basin Roundtable requests that the Colorado Water
Conservation Board approve the grant request of the Town of Yampa for $60,702. With full
funding of this request, the town of Yampa can move forward with this proj ect that will provide
needed information and valuable treated water storage for people in the Town of Yampa.
Sincerely,
Thomas R. Sharp, Chairman
Yampa/White River Basin Roundtable
