THE COLORADO BASINROUNDT.ABLE
C/O Colorado River District
PO BOX 1120
GLENWOOD SPRINGS, COLORADO 81602
June ?o, 2oog
Mr. Todd Doherty
Colorado water Conservation Board
1580 Logan Street, Suite X00
Denver, C4 5020
Dear Tadd:
The Colorado Basin Roundtable conducted an a-mail ballot this month on two grants
requests we reviewed at our May 19, 2005 meeting. The formal applications are attached to this
mailing. Rick Brawn had agreed that an email ballot- would work in the absence of a formal
meeting, which we are not having in June.
Both the Crystal River Reservoir study request by the west Divide water Conservancy
District x$40,000 in Basin Funds} and the Battlement Reservoir No. 3 dam repair request from
Trout Unlunited x$80,000 in Basin Funds} received favorable votes and we request consideration
and Colorado water Conservation Board authorization for distribution of funds pursuant to SB
2005-179.
The vote on the Crystal River study was 194 in favor. Dissenters said the project benefits
a small group of people, that a yes vote would be merited only for construction and that the
project causes land use issues for Pitkin County.
The vote an the Battlement project was 24-? in favor. Dissenters said the reservoir did
not create new water supply, that it was only for fish ?? not for multiple use and that federal
funding should be used instead to support such a project.
A two-thirds majority of those voting is required for a favorable vote. Both projects
reached that threshold. Printed copies of the e-mail ballots are on file.
