THE COLORADO BASINROUNDTABLE
G/a pD ?a.?.?.?.24
????aa? ?s????s, ?oLO?o
s??o?
July 3, 2008
Todd Doherty
Interstate water Nianagem.ent Development Section
Colorado water Conservation Board
1550 Logan Street, Suite 600
Denver, Colorado 80203
fie: water Supply ?.eserve Account 2ooS Grant Application for the Colorado
Department of Public Health and Environment water Quality Control
Division Zero Liquid Discharge Study
Dear Todd:
This letter constitutes a letter of support from the Colorado River Basin Roundtable for
the "Demonstration of .Zero Liquid Discharge process for Drin?ang water Systems" grant
request made through other Roundtables. The support from voting members was 19-4.
Drinking water providers increasingly have to make use of lower quality water sources
and in many cases have turned to membrane treatment, which is a recognized technology
that can treat these waters to meet ar surpass most water quality objectives. Disposal of
the waste stream ?concentrate? from membrane treatment systems is often the critical
issue. Uptions far discharging concentrate from d??.nking water systems that serve the
most populated areas of the state, or systems treating impaired sources, is very limited
and zero liquid discharge ??ZLD} of concentrate might be a long-term solution.:?xisting
ZLD technology, however, is energy intensive, relatively costly and has not been
demonstrated on a broad scale or for large systems.
This is a proj ect of statewide importance as it will generate .information that will assist
municipal drinking water utilities in implementing membrane treatment projects.
Implementation of this project will develop important cost and operating data for ZLD
technologies likely to be implemented in Calorado.
S' c rely, `_
7' Pokrandt
air, Colorado Basin Roundtable
