• Energy development may be self-governing.
• Need a beltway for windpower - could be pumped storage or wind power uses
water to create hydrogen.
• If oil shale develops, will lead to immense consequences. 1967, 1976 and 1980
Windy Gap priorities will be impacted by development of conditional water rights.
• No in stream flow in 15-Mile Reach.
• Smaller lots, less lawns residential statewide leading to decreased quality of life;
warmer summer temps due to less lawn irrigation and loss of cooling from urban
landscapes.
• Water quality will be a hassle, will be extremely expensive to treat for M&I use, will
see direct nonpotable reuse.
Alternative
• More West Slope transbasin development could improve South Platte flows.
• Don't see rotational fallowing as an option in the South Platte; need too many
acres. M&I users need certainty in future supplies.
• If don't find alternative water supply in near future might as well continue on ag dry-
up and reverse osmosis water treatment track due to economics of scale.
• What do you need for minimum flows for various uses?
- i.e., environment could be better managed.
• Alternative is for improved habitat.
• Riparian forest - phreatophytes need to be managed
• 2/3 of state is forest lands that need to be better managed
• Is the Pine beetle a blessing or curse?
• Active watershed management creates healthy and productive forests that are not
dense. Some movement in looking at ocean desalinization in California, moving
water to upper states.
• Should look more to what recreation is demanding, won't be seeing 15,000 cfs for
RICDs.
• Simultaneous activities.
• We need to look at how to develop our compact entitlements:
- Determine compact availability.
- Determine what to do in case of a call.
- Model the system so we can look at different scenarios and options.
• Evaluate how to administer compact call.
• Modeling to show impacts & how to manage development of compact entitlement.
• Development of West Slope water or drying up agriculture.
21
I:\INTERBASIN COMPACT COMMITTEEWISIONS FOR COLORADO WATER SUPPLY FUTURE\RESPONSES TO VISIONING AND MARCH MEETING\IBCC REPRESENTATIVE COMMENTS.DOC
