The last engineering analysis of the Town of Yampa's water system was <br />completed in April of 1981 by Dismuke and Dist-nuke Consulting Engineers of Steamboat Springs. That <br />report included sections on Water Quality, Water Rights, Water Consumption, Water System <br />Components, Fire Protection Equipment, and Operation and Maintenance of the Water System. <br />The fields sought in this grant proposal are to bring the 1981 study up to date with current state of <br />practice in the water industry, realities of growth pressures, water issues in the Yampa Valley, and to <br />design and construct a treated water storage tank to meet the needs of residences now and in the near <br />future. The report will utilize the same outline of the 26 year old report but will use updated <br />methodologies and information. Water Quality sections will be coordinated with the Routt County <br />Health Department, Colorado Water Quality Control Division, and proposed studies by the USGS in the <br />Basin. Water rights will be analyzed based upon their ability to be used legally and physically, including <br />drought situations, and examined for their relationship to growth and current value in the market. This <br />will lead to recommendation to the town board on the need for or pricing of water for residents and <br />requirements for growth. Individual system components will be evaluated with an eye towards the <br />design and construction of a treated water storage tank identified in the 1981 engineering report, restated <br />in the Master Plan in 1997, sighted in a 2001 feasibility study. <br />Pressures on small communities such as Yampa include economic ones that funding from the Roundtable <br />can help address, at least with respect to water issues. The Town of Yampa needs to evaluate its water <br />supply in a way to insure all the components, from water rights to delivery systems work together to <br />insure its future viability. This grant will help the Town of Yampa plan for and move toward a resilient <br />water future. <br />6
