Water Supply Reserve Account -Grant Application Form <br />Form Revised May 2007 <br />3. For Applications that include a request for funds from the Statewide Account, describe how the water <br />activity meets the Evaluation Criteria. See Part 3 of Criteria and Guidelines. <br />Although we are not requesting statewide funds at this time, this proposal meets all of the statewide criteria <br />as described below: <br />Evaluation Criteria -the following criteria will be utilized to further evaluate the merits of the water activity <br />proposed for funding from the Statewide Account. <br />Promoting Collaboration and Cooperation <br />a. The water activity addresses multiple needs or issues, including consumptive and/ornon-consumptive <br />needs, or the needs and issues of multiple interests or multiple basins. Yes, recreation and habitat <br />restoration. <br />b. The number and types of entities represented in the application and the degree to which the activity will <br />promote cooperation and collaboration among traditional consumptive water interests and/or non- <br />consumptive interests, and if applicable, the degree to which the water activity is effective in addressing <br />intrabasin or interbasin needs or issues. Multiple stakeholders: Greenway, City and County of <br />Denver, Urban Drainage and Flood Control District, and Great Outdoors Colorado. <br />Facilitating Water Activity Implementation <br />c. Funding from this Account will reduce the uncertainty that the water activity will be implemented. For <br />this criterion the applicant should discuss how receiving funding from the Account will make a <br />significant difference in the implementation of the water activity (i.e., how will receiving funding enable <br />the water activity to move forward). Current lack of sufficient funds has prevented this type of study <br />from occurring. <br />d. There is an urgency of need for the water activity and/or any compelling "window of opportunity" that <br />may be missed without funding from the Account. This study will be the basis for 2010 Legacy Grant <br />application <br />e. The length of time needed to implement the water activity; preference will be given to activities which <br />can be implemented in the least amount of time taking into consideration the complexity of the activity. <br />This plan will be completed by the end of 2009. <br />f. The applicant has the expertise and ability to implement the proposed activity. Yes. <br />g. The applicant is providing matching funds and the amount of matching funds or is obtaining partial <br />funding from other sources and the amount and source of such other funds or is providing demonstrable <br />in-kind contributions. The City and County of Denver Parks and Recreation Department have <br />committed X75,000 in matching funds, and the Greenway Foundation has committed X50,000 of in- <br />kind services to this project. A X75,000 to X100,000 LOCO Planning Grant will be submitted in <br />January 2009. Additional sources are being identified for a total estimated project cost of X400,000 <br />to X500,000. <br />h. The applicant has a demonstrated need for financial assistance based on the inability or difficulty <br />obtaining funding elsewhere.
