Water Supply Reserve Account - Grant Application Form <br />Fonn Revised May 2007 <br />We have a long a respected history of delivering these types of projects in a timely manner and have the <br />experience to understand all the nuances associated with delivering recharge type projects. The LSPWCD, <br />NCWCD, SPWRAP, and SPLRG and Paragon Engineering will assist landowners with water engineering and <br />accounting through the project and beyond. Water rights filings will be pursued and maintained by the <br />landowner. Currently, DU and PFW have never delivered a recharge project that hasn't eventually delivered <br />the expected water either through decreed rights or through temporary substitute supply plans. This is due <br />largely to working with dedicated and knowledgeable partners. <br />Meeting Water Management Goals and Obiectives and Identified Water Needs <br />The water activity helps complete a needs assessment, including consumptive and/or non- <br />consumptive needs, that was not fully funded from other sources. <br />Not applicable. <br />The water activity meets one or more of the water management objectives identified in the <br />3 <br />Statewide Water Supply Initiative, helps implement projects and processes identified as helping <br />meet Colorado's future water needs, and/or addresses the gap areas between available water <br />supply and future need as identified in the Statewide Water Supply Initiative or a roundtable's <br />st <br />basin-wide water needs assessment done in accordance with the Colorado Water for the 21 <br />Century Act. <br />As outlined in the SWSI water management objectives, the project addresses several of the nine <br />objectives adopted by SWSI, which were in turn adopted by the South Platte Roundtable. <br />Sustainably meet municipal and industrial demands: <br />The projects will not directly address municipal or industrial needs. Plans for recharge credits <br />prior to filing the water court resume will be to lease augmentation credits to local agricultural ditch <br />companies and districts during irrigation season. Additional credits will be used to provide winter habitat <br />for waterfowl and seasonal habitat generated from recharge pumping. However, the project provides <br />credits to agricultural land, 250 acres in total, that could be secured by M&I interests through an <br />interruptible supply plan or rotational fallowing to provide water for their beneficial use. <br />Sustainably meet agricultural demands: <br />DU recognizes that this is another exceptional cooperative effort between the landowners and <br />adjacent agricultural water needs to provide water for the local area. Currently, the DT Ranch leases <br />water credits generated by the Fort Morgan Canal agreement to Covelli's, Carmin's, Brunelli, Castor, <br />and other local agricultural producers.
