Water Supply Reserve Account - Grant Application Form
Fonn Revised May 2007
period of record.
The ranch will use new infrastructure to try and recapture and retime excess credits from the river
and put the credits back to beneficial use. In addition to the aforementioned decrees DU and the
ranch are working to change the Fort Morgan Irrigation District shares to recharge use so as to
finrther optimize water rights for the benefit of both agriculture and wildlife. The work to be
conducted will assist in moving water between the eastern and western portions of the property and
increase efficiency.
Total project value is anticipated to be around $1,000,000. We are requesting the CWCB pay
$316,500 of this cost. The bulls of cost is derived from the pipeline work associated with the project.
Remaining match will be provided by the DT Ranch, DU, and NAWCA. This may seem like a large
investment for 400 acft of water annually, but if amortized over the 30 year term of the DU
agreement and considering that operation and maintenance is the responsibility of the landowner,
there is an improved efficiency of at least 12,000 acft of water. The project is being built for
$30/acft.
BRIDGE FARM
The Bridge Farm is an 80 acre parcel located about 1.5 miles downstream of the DT Ranch. The
landowner, Mark Vissering, donated a conservation easement to DU in 2006 and as such the water
rights and land are protected in perpetuity. Historically, the property was used for irrigated
agriculture to grow both alfalfa and row crops. Water rights include; 2 shares of Weldon Valley
Ditch (Case Number 433) with an appropriation date of October 26, 1881; and 2. Well 4478-F with
an appropriation date of May 30, 1964 for 2.78 cubic feet per second (Case Number W-1941).
The new landowner currently leases the ground to local agricultural producers in exchange for
hunting access on other properties for his club members in the Colorado Waterfowl Association.
Ducks Unlimited constructed a large wetland on approximately 20 acres of flood irrigated alfalfa in
2007. Taking advantage of historic drains and what appeared to be abundant seep flows on the
property; our engineers felt the project could be flooded using those sources. Unfortunately, it has
become clear that an augmentation plan and change of water rights will be required to complete this
project.
The construction of the proposed facilities will allow for the augmentation of the Weldon Valley
shares and water pumped from the well. The facilities will also allow for retiming of excess
accretions from Bridge Farm augmentation activities as well as other accretions purchased by the
Bridge Farm. The water will be put to beneficial use for agricultural and wildlife purposes as well as
to cover depletions created by the waterfowl habitat improvements recently constructed at the Bridge
Farm.
Since the Bridge Farm is in the process of adjudicating an augmentation plan, we used the
consumptive use associated with a similar transfer to estimate the volume of water associated with
17
