Water Supply Reserve Account - Grant Application Form <br />Form Revised May 2007 <br />SB-179 assistance. Erosion, river channel braiding, bankfailures, and deteriorating <br />irrigation structures are problems shared by several projects on the Conejos River irhich <br />are being cured by WSRA support, including a project by the Romero Irrigation <br />Company and Guadalupe Main Ditch Company. A similar project is currently being <br />submitted for funding by the Manassa Land and Irrigation Company. The District <br />committed 81 5, 000 to the Guadalupe-Romero project and is pledging 810, 000 to the <br />current proposal from the Manassa Land and Irrigation Company. For these and other <br />projects, CWCD continues to assist local communities in the implementation of channel <br />irork on the Conejos and the San Antonio Rivers. Another CWCB-related project is the <br />pending San Luis Falley Resource Conseri ation & Development project on the Alamosa <br />River. Upcoming projects to CWCB iri11 inchide proposals from Alamosa Riverkeepers <br />and Terrace Irrigation Company to upgrade Terrace Resenwir, and a riparian <br />stabilisation project by the Colorado Rio Grande Restoration Foundation. <br />t. The water activity helps support the State's economic vitality and <br />competitiveness in national and international markets. <br />Agriculture is a main driver of the economy of the San Luis valley, <br />representing SI43,63 7, 000, or 37.9 percent of the Valley's base industry income. <br />Tourism accounts for S43,508, 000, or 11.5 percent of base industry income. This project, <br />by protecting the integrity ofPlatoro Reservoir, helps to support the Valley's economic <br />vitality and competitiveness by providing for irrigation demands and by maintaining a <br />healthy river system from high in the San Juan Mountains to the state line and beyond. <br />4. Please provide an overview of the water project or activity to be funded including type of activity, statement of what <br />the activity is intended to accomplish, the need for the activity, the problems and opportunities to be addressed, <br />expectations of the participants, why the activity is important, the service area or geographic location, and any relevant <br />issues etc. Please include anv relevant TABOR issues that may affect the Contracting Entity. Please refer to Part 2 of <br />Criteria and Guidance document for additional detail on information to include. <br />Type of activity: This three-phase project repairs, replaces, and upgrades existing structures at Platoro Reservoir kvhich <br />have nearly reached the end of their 50-year useful life. Phase I, funded by the USBR installs a bypass piping system to <br />divert water and to maintain federally mandated minimum flows while repairs are undenvav. Phase II, paid for by the <br />District, re-coats and paints 440 feet of penstock just above the butterfly valves in each discharge tube while at the same <br />tone maintaining a mandatory discharge of 7cfs. Phase III, for which this proposal seeks SB-179 funding, replaces the <br />worn out valves and operators on the dam with new ones and establishes backup systems for the future. Included Nvith <br />this proposal are (1) photographs, engineering drawings, and a narrative for each segment of this restoration project; (2) <br />detailed explanations of the river bypass system and piping specifications for the instrearn supply piping; and (3) a work <br />plan to paint the penstock piping, including the CWCD personnel and employee training and safety policies for working in <br />confined spaces, and (4) details for both of the valves' refurbishing/repair/replacement. This Project satisfies multiple uses <br />identified by the State-,vide Water Supply Initiative (SWSI) and consumptive and non-consumptive needs of the Rio <br />Grande Basin, as described above. <br />Goals and Objectives: The overall goal of this structural project is to keep the Platoro Reservoir facility on the Conejos <br />19
