Cost effectiveness means assuring the <br />continued and fruture reliability of operation of the reservoir so that it can continue to <br />supply the consumeptive and non-consuneptive needs of the District, as described <br />above, ensure the safety of doirnstream communities; address the nnultiple-need <br />issues of the SWSI report,- and comply tirith all applicable Icnns and regulations. <br />k. The water activity promotes water conservation and efficiency. <br />This crater activity takes rigorous steps to consenw irater, not only by <br />repairing the leak in the butterfly valves, but also by exercising great efficiency during <br />the performance of this project and after its completion. To meet the required mininnm <br />riverf1oirs during this project, a by-pass system iri11 be constructed of 1-l " HDPE plastic <br />pipe and necessary fittings, and this auxiliary system frill remain in place after the <br />project so that it can be brought on line irhenever needed for feature maintenance. This <br />promotes mater conservation and efficiency by supplying the correct amount of crater to <br />maintain the instreane flotir, conserving crater during construction, and adding a netin <br />level of operational flexibility to the reservoir for years to come. Efficient use of crater is <br />dependent on properly fernctioning control mechanisms at the dam, and this project <br />provides short and long term assurance of that efficiency. <br />1. The applicant has an existing water conservation plan. <br />in 2005. <br />CWCD has a Water Management and Conservation Plan irhich eras updated <br />in. The water activity will make new water available for use. <br />This activity does not, in itself, make neir ivater available for° use, but rather <br />takes measures to avoid fruture losses tichich might occur if this project irere not <br />undertaken. <br />n. The water activity involves reoperation, enlargement, or rehabilitation of <br />existing facilities. <br />This is a rehabilitation construction project. It accomplishes much-needed <br />maintenance, specifically painting the penstock, and replacing the 48-inch diameter <br />butterfly discharge valves atPlatoro Dam. The age of this major irater° operations <br />equipment has approached its usefiul service life of 50 years. In this project CWCD is <br />responding to the Engineering Revieir of Operations and Maintenance team of the IISBR, <br />ichich has mandated that this reoperation and rehabilitation irork be done. <br />15
