Water Supply Reserve Account - Grant Application Form <br />Fonn Revised May 2007 <br />Of particular relevance to this project, Christenson has managed several projects for the <br />LISBR, including management of plant and river operations for one of the largest LISACE <br />hydropoirer projects. He is noir retired from the USBR, tiu,here he served as DepzutyArea <br />Manager four the Eastern Colorado Area Office. Recent correspondence, together frith <br />his resume and qualfying documents are included in Attachment G. <br />g. The applicant is providing matching funds and the amount of matching <br />fields or is obtaining partial fielding from other sources and the amount and source of such <br />other funds or is providing demonstrable in-kind contributions. <br />The USBR is providing 5100, 000 for the instreani flora, bypass piping system, <br />frith CWCD providing the remaining 525, 000 phis needed in-kind supervision for <br />installation of the by pass pipe. CWCD is also f ending Phase II in the amount of <br />S] 25, 000 for painting the penstock. This total matching ainouunt of w250, 000 represents <br />a significant contribution toirard the total cost of the three-phase project, w500, 000. <br />h. The applicant has a demonstrated need for financial assistance based on the <br />inability or difficulty obtaining funding elsewhere. <br />In addition to the financial need and matching amounts detailed in (c) and (g) <br />above, the District Enterprise has expended over S6 000 for inspections to determine the <br />best approach for re-conditioning the butter fly valves and recoating and painting the <br />penstock. The District already has a loan frith the Colorado Water Conservation Board <br />irhich it maintains current, frith annual payments of S26 000 to CWCB. The District is <br />not considering a loan, cis it is uunirilling to enter into any additional debt. With overall <br />climate in the San Luis Valley predicted to become drier, and frith the fiatiure likelihood of <br />drought conditions threatening loss of fiuture revenues, and given the very tight credit <br />picture natiomvide, the District feels it has done an excellent job of overcoming the <br />financial challenges of this Project. The SB-179 founding program offers the Rio Grande <br />Basin and the State an opportunity to leverage a miuch needed project tirorth half a <br />million dollars. <br />• Meeting Water Management Goals and Objectives and Identified Water Needs <br />i.
