See Part 3 of Criteria and Guidelines. <br />EVALUATION CRITERIA - Part 3 <br />Promoting Collaboration and Cooperation <br />a. The water activity- addresses multiple needs or issues, including consumptive and/or non-consumptive needs, or the <br />needs and issues of multiple interests or multiple basis: <br />Multiple consumptive and non-consumptive needs have been identified by MLI and by the land owners, water <br />users and stakeholders on the Conejos. This Project: <br />• Helps meet agricultural irrigation water needs by reducing sediment loading, overcoming major <br />difficulties in diverting irrigation water for fort- two ditch companies, and avoiding damage to diversion <br />and irrigation structures. <br />• Irnproves fisher-- conditions by reducing sediment loading, thus improving water quality in riparian <br />areas. <br />• Helps to offset many human impacts on the Conejos, particularly those relating to fiitile efforts by land <br />owners to fix the problem, efforts which often exacerbate strearnbanic instability and further contribute <br />to the deteriorated condition of riparian areas. <br />• Promotes enhanced water quality, particularly important in the downstream riparian habitat <br />conservation focus areas on the Conejos. <br />• Enhances fishing and related recreational resources by improving water quality and riparian conditions <br />along the river corridor. <br />• Directly benefits endangered and/or threatened species in the riparian habitat conservation focus <br />area below Antonito, i. e. the southwest willow flycatcher, the bald eagle, and the yellow-billed <br />cuckoo, by stabilizing areas laioivn to provide nesting, breeding, and foraging habitat along the Conejos <br />and Rio Grande. <br />• Limits finther deterioration in the channel in the future, benefiting downstreamn communities. <br />• Supports basin and interbasin cooperation by reducing the propagation of maintenance issues for <br />multiple ditch companies and for downstream Rio Grande Compact water users. <br />• Helps to meet agricultural demands for a sustainable water supply <br />• Promotes cost effectiveness and operational flexibility, optimizing existing and future water <br />supplies. <br />• Directly supports the ability of Colorado to firlfill its commitments by facilitating passage of mandated <br />waters under the Rio Grande Compact. <br />b. The number and ttipes of entities represented in the application and the degree to which the activity,,vill promote <br />cooperation and collaboration arnong traditional consumptive water interests and/or non-consumptive interests, and, if <br />applicable, the degree to which the water activity is effective ni addressing intrabas in or interbasni needs or issues. <br />7
