Gibson <br />Position/Title Secretary /Treasurer <br />Provide a brief description of your organization below: see "Description of Applicant" in <br />Part 2 of Criteria and Guidance for required information. <br />The Colorado Rio Grande Restoration Foundation (the Foundation) is a 501(c)(3) non- <br />profit public organization. The Foundation is an outgrowth of the Rio Grande Headwaters <br />Restoration Project (RGHRP) begun in 1999. In 2007 the RGHRP completed Rio <br />Grande Watershed Restoration Strategic Plan (the Strategic Plan). One of the 2010 <br />Priority Projects is to support collaborative efforts for groundwater management in the <br />San Luis Valley. It is in this context of collaboration that the Foundation's Board, on <br />February 23, 2007, agreed to apply for SB-179 funds to assist Special Improvement <br />District No. 1 of the Rio Grande Water Conservation District in their efforts to address <br />groundwater management issues. Another of the 2010 Priority Projects was to continue <br />to implement the findings of a study completed by the RGHRP in 2001 (the 2001 Study), <br />which looked at ways to improve the historical functions of the Rio Grande along a 91 <br />mile reach. This application seeks funding to continue implementing the <br />recommendations of the 2001 Study. <br />The Foundation is governed by a Board of Directors. Steve Russell serves as President, <br />Karla Shriver asVice-President, Michael (Mike) Gibson as Secretary/Treasurer, and the <br />remaining members are Doug Messick, Greg Higel, Cathy Morin, and Rich Davie. The <br />San Luis Valley Water Conservancy District (the District) supports the RGHRP through <br />its Manager, Mike Gibson, dedicating 25% of his time to the RGHRP and the <br />Foundation.
