documentation upon completion of the water activity.
NOTE: Due to the unique characteristics and geomorphology of each river segment and of each
land owner's property, the following discussion indicates the Foundation's approach to the
Scope of Work, applying uniform standards and best management practices yet allowing for
diverse and flexible parameters to be applied in each case in order to best implement the
recommendations ofthe 2001 Study. A discussion of the general methodology to be used and
the issues to be addressed in each case follows:
Overall Project Methodology:
• Upon securing the necessary funding, a contract will be executed with the specific
landowner, detailing the anticipated riparian restoration work to be done on their
property, the anticipated costs that will be involved and the expected contribution
from the landowner towards meeting those costs.
• The Foundation will then execute a contract for engineering, construction
management and monitoring. The contractor for this Project is currently
anticipated to be Chris Phillips P.E., Riverbend Engineering, LLC.
• The necessary engineering will be initiated, and the construction, management
and monitoring will take place on each individual property of the Project.
• The Foundation will seek bids from qualified local contractors, especially from
those familiar with the overall project and experienced in the required on-site work.
Subsequently, an agreement will be executed with the selected contractor.
• As appropriate, either the Foundation or the third party contractor will secure the
materials for the restoration work, including, but not limited to rock for the planned
rock vanes, etc.
• Following the above steps work will commence on each landowner's site. The time
required to complete the workwill depend on site conditions, including, but not
limited to river flows and ice conditions.
• The techniques that will be used have been successfully demonstrated on local
projects funded with EPA 319 and SB 179 monies. The NRCS and third party
engineering consultants have determined that the targeted project sites can be
treated with these known and proven techniques.
• Rock vanes, combined with bioengineering, will typically be installed to increase
bank stability.
• Channel shaping will be done to move point bars back to earlier locations.
• Bank-full benches will be created to further stabilize the banks. The intent will be
to shape the river back to the channel that existed before excessive movement
occurred. The construction will be managed and monitored by the engineering
consultant retained by the Foundation
